The post holder will work with others to support the design, delivery and project management of quality improvement programmes identified within the Cwm Taf Morgannwg University Health Board (CTMUHB) quality strategy. To deliver and embed quality improvement across Primary, Community and Secondary Care through facilitation, training, development, and coaching. The post holder will engage with all staff groups at every level across CTMUHB and external partners to strengthen our quality improvement values by embedding improvement culture, tools, and ways of working. This will achieve improvements with the delivery of safe and effective care and achieve excellent patient and staff experience.

The post holder will create a culture of quality improvement and enrich organisational learning with teams and individuals across CTMUHB by providing expert advice, business change support and facilitation, to achieve positive cultural behaviours where quality improvement is evident within everyday practice to enhance outcomes for patients.

Main duties of the job:

  • Welsh Skills Desirable: This post is advertised as Welsh Desirable. This doesn’t mean essential; whilst the candidate doesn't need to have skills in Welsh, we’ll consider it an advantage when short-listing candidates. This isn’t ‘fluency’, just Speaking & Listening skills at Level 3 (equivalent to CEFR B2) or above.

Person specification:

  • Qualifications and/or knowledge: Degree or equivalent skills, knowledge, and work experience, plus highly developed specialist knowledge to Master’s Level equivalency. Formal leadership and management training. Ability to use UHB information systems and IT packages. Trained in techniques to deliver service improvement. Experience of delivering training and assessing competence. Project management knowledge. Research training and experience. Teaching Qualification e.g. PGCE. Lean / Six Sigma / QI Qualification and experience.
  • Experience: Significant experience to include appropriate management/leadership experience. Experience of creating and using data for improvement. Personal resilience and determination to make a tangible contribution to healthcare. Management of change demonstrate ability to challenge practice ensuring progressive solutions considering best practice. Quality Improvement knowledge and experience. Audit or research within the clinical area. Formal teaching of groups of staff. Trained others in the implementation of patient process redesign techniques. Able to present and receive complex information within the multi-professional team. Demonstrate evidence of providing formal teaching sessions. Demonstrate negotiation and influencing skills. Coaching and mentoring. Team player who can initiate, delegate and complete projects. Demonstrate self-awareness and understanding of personal accountability. Where effective leadership and management skills have been used. Be able to demonstrate tact and diplomacy when working with others. Evidence of undertaking presentation to groups. Welsh Language Speaking/Listening Skills at Level 3 or above.
