The Role, Public Sector Bid Specialist
You will own and elevate the quality of Transform’s public sector proposals, ensuring they are not only compliant and competitive, but also deeply aligned with social impact, cultural fit, and emerging public sector priorities. You’ll drive strategy, frameworks, and capability so that every bid succinctly articulates Transform’s values, is compelling in narrative, demonstrates measurable social / environmental / cultural benefits, and meets or exceeds evaluation criteria.
Key Responsibilities
- Establish bid quality standards and review processes for all public sector tenders (PQQs, RFPs, RFIs, ITTs etc.)
- Support writers from practices in win theme and storyboarding sessions, including building an understanding of Transform’s solutions.
- Perform or lead internal reviews of draft responses - ensuring clarity, consistency, compliance, persuasive content, correct tone, cultural alignment.
- Support bid writers from the Transform practices in refining outline or draft responses.
- Work with the Framework Manager to maintain and refine a bid library / knowledge base of best answers, case studies, proof points, metrics.
- Lead bid-strategy development for major tenders: win themes, differentiators, value proposition, social value articulation, cultural fit.
- Monitor public sector policy, procurement rules, social value / Social Impact frameworks to ensure bids are compliant and optimised.
- Analyse past bid successes / failures to learn what works and feed continuous improvement.
Social Impact & Cultural Fit Focus
- Define how Transform frames social impact in proposals; ensure robust metrics, case studies, and delivery evidence.
- Ensure that “cultural fit” is woven into proposals.
- Engage with stakeholders to gather social impact inputs, community or partner data, evidence, stories.
Stakeholder Management
- Work closely with bid teams: subject matter experts, operations / delivery, finance, legal to pull together high-quality content.
- Partner with the leadership teams to ensure alignment between strategic goals, brand / positioning, and what’s being promised.
- Liaise with external partners where needed to support social impact commitments.
Process & Governance
- Design / enforce a structured process for bid governance: timelines, responsibilities, review cycles, version control.
- Ensure bids meet all procurement / regulatory / legal / compliance requirements.
- Maintain risk assessment for bids and mitigation strategies.
Measuring, Reporting & Improvement
- After bid submissions, gather feedback and data to assess performance.
- Use that to improve templates, content, bid strategies.
- Report on key metrics to senior leadership.
Key Skills & Experience
- Extensive experience in public sector bidding / tendering in the UK.
- Solid understanding of procurement law, frameworks, social value obligations / legislation.
- Strong track record of developing and winning bids where social impact / cultural alignment figured heavily.
- Excellent written and verbal communication; persuasive writing, storytelling.
- Strong project management skills.
- Attention to detail, high standards of accuracy and consistency.
- Strong stakeholder management, able to influence senior leadership and delivery teams.
- Analytical mindset: able to use data / feedback to drive improvement.
