Asset Data Manager

We are looking for an experienced and forward-thinking

Asset Data Manager to lead our Asset Data Team and play a key role in shaping the future of our housing portfolio.

As an

Asset Data Manager , you will use your expertise in housing asset management, data analysis, and strategic planning to develop evidence-based investment programmes that maximise the value, sustainability, and performance of our housing stock.

Working closely with senior leaders, operational teams, residents, and external partners, you will drive continuous improvement, ensure regulatory compliance, and help deliver outstanding customer-focused services.

Please note: Candidates for this

Asset Data Manager role will initially be required to attend the office 5 days per week, however hybrid working may be applicable with a minimum of 3 days in the office per week at the managers discretion.

Responsibilities for the Asset Data Manager Role

• Lead and manage the Asset Data Team, providing clear leadership, coaching and professional development to build a high-performing and customer-focused service.
• Develop and maintain robust asset data, ensuring stock condition information is accurate, reliable and supports strategic decision-making.
• Lead the development and management of five-year investment programmes informed by asset intelligence, business priorities and the Council's long-term asset strategy.
• Analyse housing stock performance, responsive repairs, void trends and asset viability to identify opportunities for investment, improvement or rationalisation.
• Ensure stock condition data is effectively linked with responsive, cyclical and planned maintenance programmes.
• Produce detailed asset analysis and business intelligence to support capital investment decisions and long-term financial planning.
• Prepare and manage Housing Revenue Account (HRA) Capital Programme budgets, expenditure forecasts and business planning information.
• Monitor financial performance, ensuring effective budget control, value for money and compliance with financial regulations.
• Lead the delivery and validation of stock condition surveys, ensuring data integrity through regular site inspections.
• Produce reports, business cases, committee papers and strategic briefings for senior management, elected Members and key stakeholders.
• Develop and maintain policies, procedures and performance frameworks that support effective asset management.
• Research emerging legislation, regulatory changes and sector best practice, implementing improvements where required.
• Procure, appoint and manage consultants and contractors, monitoring performance against agreed service standards and key performance indicators.
• Work collaboratively with Housing, Repairs, Finance, Customer Experience and wider Council services to deliver integrated asset management solutions.
• Build strong relationships with residents, resident groups, Members and external partners, ensuring effective communication and excellent customer engagement.
• Deputise for the Head of Strategic Asset Management when required.
• Promote equality, diversity, safeguarding, health and safety, information governance and GDPR compliance across all areas of responsibility.

Asset Data Manager who combines technical expertise with strong leadership and commercial awareness.

The successful Asset Data Manager will demonstrate

• Degree-level qualification or equivalent professional experience within housing asset management or a related discipline.
• Extensive knowledge of housing asset management, stock condition data, planned maintenance, capital investment planning and long-term asset strategies.
• Strong understanding of relevant legislation, regulations and industry standards, including Decent Homes Standard (DHS), housing asset management principles and sustainability requirements.
• Proven experience leading and developing high-performing teams within a housing, local authority or property environment.
• Excellent analytical skills with the ability to interpret large volumes of complex asset data and translate findings into practical investment strategies.
• Experience developing planned maintenance programmes, capital works programmes and business cases using robust asset intelligence.
• Strong financial management skills, including budget preparation, expenditure monitoring, forecasting and capital programme management.
• Experience procuring and managing consultants and contractors, ensuring quality, compliance and value for money.
• Excellent stakeholder management skills with experience working collaboratively across multiple departments, residents, elected Members and external partners.
• Outstanding written and verbal communication skills with experience preparing reports and presenting to senior leadership and governance forums.
• Strong organisational skills with the ability to manage competing priorities and deliver strategic objectives within agreed timescales.
