Tradeweb is looking for a Director of Global Head of Surveillance, based in London. You will be a senior member of the international compliance team, with reporting lines to the international head of compliance (London). As a member of the International Compliance Team, you will be responsible for managing all assigned aspects of Surveillance Tradeweb's business.
You will have strong Surveillance knowledge and experience across Fixed Income, Equities and Derivatives in relation to both RFQ and CLOB Markets, which you will use to advise senior management about our obligations, ensuring the business can continue to grow at pace, but safely. To succeed, you will need to be a team player, pragmatic, and be able to maintain good relationships of trust with senior management and our regulators.
The compliance department also maintains Tradeweb's relationship with all regulators in the region, ensuring that the relationship is open and cooperative; we manage and coordinate all regulatory interactions and filings including with the FCA, AFM, HK SFC, MAS, JFSA & JSDA, and ASIC. This is a strategic role but you will also need to be hands-on, for example: conducting proactive compliance risk assessments and driving forward improvements; developing and delivering compliance policies, processes and procedures; and ensuring that our regulatory filings are completed.
Responsibilities:- Strategic planning, development and maintenance of the Global Surveillance Programme across Europe, Asia and the US working closely with colleagues internationally.
- Leading a team responsible for surveillance activities including recruitment, development and retention of staff.
- Ensuring adherence to applicable regulations, particularly those relating to Market Abuse and Market Conduct.
- Representing the firm’s compliance with relevant regulations to regulators as and when requested.
- Providing evidence of the Surveillance Programme, MAR Risk Assessment, Surveillance procedures, STOR/SAR policies, surveillance gap analysis, Notification and Escalation procedures and Surveillance 'book of work' as well as demo'ing the surveillance system to provide assurance of controls.
- Point of contact for the business for surveillance related matters.
- Proactively engaging with key stakeholders including senior management.
- Providing MI reporting to Heads of Compliance, for use in board reporting.
- Leading working groups on the Surveillance Programme across various products, working with external providers as well as internal teams to ensure delivery of identified requirements.
- Establishing and maintaining governance processes in respect of market abuse surveillance, alert threshold calibrations risk assessment, data integrity and quality assurance.
- Creating and maintaining the Surveillance Risk Assessment globally across numerous platforms.
- Identifying gaps and areas of highest risk and ensuring there is an effective programme of continuous improvement.
- Point of escalation for alerts requiring the most detailed analysis and senior judgement.
- Lead investigator for internal and external manipulation and market abuse cases.
- Escalating and reporting violations of regulatory obligations including developing and managing a robust STOR/SAR (or non-UK/EU equivalent) process.
- Defining and managing data sourcing and data quality processes, working with relevant stakeholders to review data quality issues and agree remediation priorities.
- Engaging in business change initiatives to ensure that surveillance requirements are identified and addressed before products are approved to be released to production.
- Partnering with Product Managers, Business Heads, Technology and support teams to build out robust surveillance scenarios.
- Performing deep dive investigations to identify potential market abuse, including market manipulation, trading on insider information, and market conduct breaches.
- Managing Thematic Review schedule, ensuring risk-identified reviews are conducted by members of the surveillance team, conclusions are delivered and recommendations are made to management.
- Designing and delivering training to staff about our obligations and expectations of staff.
- Demonstrating and sharing knowledge of global regulatory developments and providing practical and immediate interpretation of regulations in the context of the firm’s business activities.
- Identifying opportunities to enhance existing surveillance processes and recommending areas for improvement.
- Ensuring the escalation and championing of surveillance needs including through close liaison with stakeholders globally.
- Interact where necessary with participants’ compliance teams as per the surveillance procedures to seek clarification on potential and/or actual violations of firm policy and regulatory requirements of behaviours identified by surveillance.
- Support Tradeweb to maintain open and co-operative relationships with our regulators, in particular being an internal expert resource on the topics of market abuse and maintaining orderly markets.
- You will have experience ideally gained in brokerages, securities trading, regulator or exchange environments, with a strong knowledge of relevant regulations.
- You must have experience in relation to Fixed Income, Equity and Derivative markets and products.
- You must have experience in working with oversight committees either as a member or chair.
- You must have a reasonable understanding of Data analytics.
- You must be able to interact professionally and effectively with a diverse group including senior business leaders and corporate function managers, and be able to influence outcomes.
- You will have an excellent understanding of the regulatory environment, the impact on Tradeweb and how to develop, improve and execute effective compliance programmes.
- You will need to have a dedication to maintaining and continuously influencing good corporate culture and ethics, be a self-starter, and be able to work independently.
