3 month interim contract Outside IR35 – £475 a day North West, Local Authority

Due to upcoming programme planning requirements, this local authority is seeking an experienced Senior Project Manager to lead development of the 2026 Primary Schools Improvement Programme. The programme includes around 20 capital projects valued at approximately £4m. Hybrid working is available, with 2–3 days per week expected on site.

Your duties as Senior Project & Programme Manager:

  • Develop prioritisation for the 2026 programme
  • Engage with key stakeholders, members, dioceses and school representatives
  • Manage the term consultant (Aecom) to deliver design and tender packages
  • Lead liaison with Planning and internal colleagues on the Primary Capital Programme as well as coordinate asset‑management advice and support for schools
  • Report progress to senior officers and members; maintain AMP (Concerto) and Verto records
  • Identify and target funding sources to maximise capital investment
  • Support Education colleagues, review school‑led schemes and approve grant payments

Experience needed as Senior Project & Programme Manager:

  • Built‑environment qualification
  • Project management qualification (e.g., RICS)
  • Strong stakeholder and communication skills
  • Experience delivering education capital projects
  • Knowledge of DfE funding and Building Bulletins
