A London Local Authority is seeking a highly skilled Housing Technical Specialist / Business Analyst with strong hands-on experience configuring the NEC Housing platform. This role will support the optimisation and reconfiguration of NEC Housing across multiple modules, improve user journeys, and ensure that operational processes and data management are fully embedded into the system. The successful candidate will work closely with Housing, Digital and Apps Support teams to deliver improved workflows, reduce spreadsheet dependence, and strengthen in-house system capability.
Key Responsibilities
- System Configuration & Technical Delivery
- Reconfigure NEC Housing across all modules, including public-facing portals (e.g., customer self-service, repairs portals, online applications).
- Analyse system workflows and implement improvements to ensure processes are fully captured within NEC Housing rather than being handled off-system.
- Configure NEC to support operational efficiencies, service improvements, and data accuracy.
- Business & System Analysis
- Engage stakeholders across Housing, Repairs, Compliance, Finance, and IT to understand requirements and translate them into workable NEC system solutions.
- Produce business cases, requirements documentation, process maps, and benefits analysis to support decision-making.
- Document all system changes, configurations, and process designs to support ongoing maintenance.
- Data, Reporting & Process Improvement
- Develop a general understanding of NEC Housing data sets, including how data is structured, stored, and surfaced through modules and reporting tools.
- Support the authority’s efforts to move away from standalone spreadsheets by embedding reporting and operational processes within NEC Housing.
- Ensure effective data governance and alignment with system best practice.
- Knowledge Transfer & Team Development
- Upskill the BAU Applications Support team through training, documentation, knowledge sharing and technical guidance.
- Contribute to the development of internal Subject Matter Experts (SMEs) through structured handovers and capability building.
- Support UAT, user training, system documentation, and internal knowledge development.
Experience & Skills Required
- Extensive hands-on configuration experience with NEC Housing, covering multiple modules and public-facing portals.
- Strong background as a Business Analyst or System Analyst, including stakeholder engagement, requirements gathering, business case development, and benefits articulation.
- Understanding of end-to-end user journeys, with the ability to bring off-system processes into NEC Housing through configuration or workflow design.
- Broad understanding of NEC Housing data structures and how data is used across modules.
- Experience improving system usage by eliminating standalone spreadsheets and embedding processes within the core housing system.
- Proven ability to provide training, documentation, and knowledge transfer to BAU system support teams.
- Excellent communication skills, analytical thinking, and attention to detail.
- Previous experience in local government or the social housing sector is highly desirable.
