Trace Systems is seeking an Information Technology Project Manager to support the Norfolk Naval Shipyard CIO department (Code 109). The associated network capabilities support activities that contribute to Navy Fleet readiness, including automated tools that enhance the warfighter’s mission across mission areas such as Fleet logistics, maintenance, engineering, supply, readiness, plans and policy, program planning and management, personnel, disaster preparedness, and homeland security. The NNSY CIO is responsible for installation, administration, development, management, and maintenance of networks and systems and for IT approvals; the department ensures secure operation by implementing an Information Assurance program that meets Navy and DoD requirements.

Responsibilities

  • Provide project management and strategic communications support.
  • Engage stakeholders and project support SMEs to coordinate messaging and promote CIO transformation objectives.
  • Develop and maintain project plans, schedules, and milestone tracking.
  • Coordinate communication among cross-functional teams and stakeholders.
  • Monitor budget, resource allocation, risks, and issue resolution.
  • Provide regular status updates, reports, and project documentation.
  • Facilitate project closure with final reporting and evaluation.
  • Originate, update, and execute a comprehensive Strategic Communications Plan.
  • Audit current and previous outreach activities to identify effectiveness and gaps.
  • Conduct stakeholder assessments to develop tailored key messages.
  • Identify and utilize effective communication tools and tactics.
  • Support the NNSY CIO/DCIO with targeted information distribution and expectation management.
  • Develop briefs and content to educate the NNSY community on IT-related efforts and status.
  • Assist in preparing Concept of Operations (CONOPS) and Strategic Plans as roadmaps for transformation.

Minimum Qualifications

  • Active, in-scope US Government issued Top Secret clearance.
  • US Citizenship required due to the nature of the work and contract requirements.
  • Minimum of five (5) years experience managing IT transformation projects, including task management, schedule development, risk management, quality management, and performance reporting.
  • Minimum of two (2) years of the five (5) years shall be directly related to Network Operations (NetOps) C2 requirements, technology assessments, system design, systems analysis, programmatic support, quality assurance, acquisition planning, or budget planning.
  • PMP or ITIL v3 Intermediate certification required.

Education

  • Bachelor's degree in an IT-related discipline with 5 years of experience as described above; or nine (9) years of relevant experience as described above.
