This role provides professional, supervisory, administrative, and technical leadership in the design, permitting, estimating, contracting, and construction of public works projects, including water, sewer, stormwater, roadway, and other infrastructure initiatives. Recent exciting projects include enhancing community infrastructure and quality of life. These include updating sewer and water regulations to improve efficiency and sustainability, designing traffic circulation and calming measures for a major recreational facility, and developing a funding model to enhance the community’s Pavement Management Index. Additionally, this position will be involved with the expansion of a cemetery that doubles as a passive recreational oasis, creating a peaceful space that serves both as a place of remembrance and a community retreat. Each project offers a unique opportunity to contribute to the well-being of the community while addressing long-term infrastructure needs. As a leader within the Division, you will guide a staff of six employees and ensure project success through mentorship and technical oversight. Key Responsibilities Project Planning & Design: Lead the design, permitting, and bidding of roadway, water, sewer, drainage, and other municipal projects. Consultant & Legal Coordination: Manage external engineering consultants and work with Town Counsel on legal and contractual matters. Staff Supervision & Office Management: Supervise engineering staff, assign daily tasks, and oversee the day-to-day operations of the Engineering Division. Public Engagement & Issue Resolution: Address citizen inquiries and concerns regarding municipal infrastructure projects. Regulatory Compliance & Technical Review: Ensure engineering plans, permit applications, and construction documents comply with all relevant codes and regulations. Field Oversight & Construction Management: Oversee engineering staff and conduct site visits to monitor project progress and compliance. Representation & Public Presentations: Present project plans and recommendations at public meetings, board hearings, and intergovernmental discussions. Permit & Utility Coordination: Review and process permit applications, ensuring seamless coordination with utility companies and contractors. GIS & Data Management: Support the maintenance and enhancement of the Town’s GIS for asset management and planning. Grant & Funding Support: Identify and assist in preparing grant applications for infrastructure funding opportunities. Qualifications Education & Experience: Bachelor’s degree in Civil Engineering or related field with 5-7 years of progressive civil engineering experience, preferably in municipal or public works projects. Licenses & Certifications: Massachusetts Registered Professional Engineer (PE) or ability to obtain within two years. Engineer in Training (EIT) certification required. OSHA 10 Certification required. Valid Massachusetts Driver’s License required. MCPPO Certification desirable. Technical Skills: Proficiency in AutoCAD Civil 3D, HydroCAD, ESRI/ArcGIS, and office software such as Microsoft Office and Google Suite. Leadership & Communication: Strong supervisory skills, ability to mentor staff, manage daily office operations, and effectively communicate with residents, contractors, and municipal leaders.
