Are you an experienced project manager in SEND Services with a passion for driving meaningful change and improving outcomes for children, young people and families? Tower Hamlets is seeking a dynamic and highly motivated Transformation Project Manager to play a pivotal role in delivering our ambitious SEND Reform and Transformation Programme. This is an exciting opportunity to lead complex, high-profile projects that will shape the future of SEND provision across education, health and social care, helping to create a more inclusive, sustainable and needs-led system for children and young people aged 0-25.

Working within a dedicated SEND Transformation Team, you will lead the planning, delivery and implementation of major transformation projects, working collaboratively with schools, health partners, families and senior stakeholders. You will be responsible for programme governance, project planning, risk management, stakeholder engagement, performance reporting and ensuring that projects deliver measurable benefits and improved outcomes.

We are looking for someone with substantial experience of delivering complex transformation programmes in a large organisation, excellent project management and analytical skills, and the ability to build strong relationships across organisational boundaries. You will be confident working in a fast-paced environment, managing competing priorities and influencing senior leaders to deliver lasting change.

This is an opportunity to help deliver one of the most significant reform programmes in Tower Hamlets, supporting the development of innovative approaches such as the Experts at Hand model, strengthening inclusion in mainstream settings, improving partnership working and ensuring services are designed around the needs of children, young people and families.

Key requirements:

  • Significant experience leading complex transformation projects and delivering successful change programmes within a large organisation and in SEND services.
  • Strong project management skills, including project planning, governance, risk management and benefits realisation.
  • Experience developing business cases, undertaking analysis and using evidence to inform service improvement and transformation.
  • Excellent stakeholder management skills, with the ability to engage, influence and work collaboratively across organisational boundaries.
  • Proven ability to lead workshops, manage project teams and drive delivery to agreed timescales and outcomes.
  • Knowledge of project management methodologies such as Agile, Waterfall, PRINCE2, MSP or equivalent.
  • Strong analytical, communication and problem-solving skills, with the ability to present complex information clearly to a range of audiences.
  • Commitment to innovation, continuous improvement and delivering better outcomes for residents.
