We are recruiting for an Early Education and Childcare Data Analyst. Are you ready to use data, insight and analysis to shape early education and childcare services in a way that makes a real difference for providers, children and families? Ready to bring your analytical, financial and strategic skills to support Tower Hamlets in meeting its statutory duties and planning for a sustainable, sufficient and responsive early education and childcare market? Our dynamic and caring service is looking for an exceptional individual to join our Funding and Data Team. This role is central to shaping how data, insight and financial intelligence are used to ensure sufficient, high quality, flexible and accessible early education and childcare for all families across the borough.

As our Early Education and Childcare Data Analyst, you will play a strategic role in supporting the service’s vision and statutory responsibilities through high quality data analysis, insight and reporting. You will lead the collection, analysis and interpretation of data to support strategic planning, sufficiency assessments and informed decision making across early education and childcare. This includes identifying trends, projections, risks and opportunities within the local early education and childcare market and developing clear recommendations to support action and improvement.

You will also support the ongoing development of the local early education and childcare market by using data and insight to identify where new provision or expansion is needed. This includes supporting prospective providers, working with existing providers looking to extend their offer and helping explore business models that respond effectively to changing local need.

A key part of the role is overseeing funding and financial processes across the service, ensuring accuracy, compliance and effective use of data insight to identify discrepancies and support budget planning. You will lead the development and delivery of the Annual Early Education and Childcare Sufficiency Assessment and related strategies, working with colleagues and stakeholders to understand current and future need. This includes identifying gaps in provision, responding to changes in demographics, managing risks such as provider closures or over supply and recommending actions to support a stable and sustainable childcare market.

This role involves significant partnership working. You will work collaboratively with a wide range of colleagues and partners to support planning activity, premises and capital development, system improvements and market shaping activity, ensuring alignment with statutory duties and service priorities. You will represent the service at boards, working groups, forums and events, providing data insight, analysis and recommendations to inform discussion and decision making.

You will also lead on improving data systems and processes, applying the Assess, Plan, Do, Review cycle to drive continuous improvement. This includes supporting the development of new data profiles and performance measures that help track impact, strengthen assurance and maximise the performance of the service. This is a busy and influential role for someone who enjoys working at pace, thinking strategically and using data to support real world outcomes for children, families and providers.

What we are looking for:

  • Demonstrates a strong and well developed understanding of early education and childcare policy, funding and statutory duties.
  • Has significant experience of data intelligence, analysis and financial or funding administration.
  • Is confident leading complex analytical work and translating data into clear insight and practical recommendations.
  • Has experience of sufficiency planning, market analysis or strategic service planning.
  • Is comfortable overseeing financial processes, projections and approvals in a complex environment.
  • Communicates clearly and confidently with a wide range of audiences.
  • Enjoys working collaboratively in an open, nurturing and solution focused team culture.
  • Is organised, reflective and motivated by improving systems, processes and outcomes.
