About The Role

Help support the future of Housing Options and Homelessness in Tower Hamlets. An exciting opportunity has arisen for an experienced Human Resources Business Partner to join the London Borough of Tower Hamlets on a fixed-term contract of at least six months. This role will play a pivotal part in supporting the transformation of the Housing Options and Homelessness Service. Working closely with senior managers and key stakeholders, you will provide strategic and operational HR support to help deliver a significant programme of organisational change, ensuring that the service is equipped to meet current and future demands.

About the role

Reporting to a Senior HR Business Partner, you will work as part of the HR Business Partnering team and become a trusted adviser to senior leaders within Housing. You will:

  • Lead and support organisational change programmes, including service reviews, restructures and reorganisations.
  • Provide expert advice on consultation, redeployment, redundancy and employee relations matters.
  • Partner with managers to deliver workforce solutions that support service transformation.
  • Build constructive relationships with trade unions and employee representatives throughout change programmes.
  • Support managers with complex employee relations casework where required.
  • Use workforce data and insight to inform decision-making and workforce planning.
  • Contribute to the successful delivery of one of the Council's key transformation priorities.

About you

We are looking for a confident and credible HR professional with significant experience of supporting organisational change within a complex organisation. You will bring:

  • Proven experience of leading and advising on restructures, reorganisations and service transformation programmes.
  • Strong employee relations experience, including consultation and engagement with recognised trade unions.
  • Excellent knowledge of employment law and HR best practice.
  • The ability to influence, challenge and support senior managers in a constructive and professional manner.
  • Strong analytical and problem-solving skills, using data and evidence to support decision-making.
  • Excellent communication and stakeholder management skills.

Experience of using the Local Government Job Evaluation Scheme is highly desirable. However, candidates who can demonstrate relevant organisational design and change management experience will also be considered, and job evaluation training will be provided where required. CIPD qualification (or equivalent experience) is desirable.
