About The Role

Build culture, capability and future talent. Tower Hamlets is recruiting a Head of Organisational Effectiveness to lead organisational development, learning and workforce inclusion. This role is central to building a high‑performing organisation and supporting transformation.

What you’ll do:

  • Lead the organisational development and learning strategy
  • Build leadership capability and support culture change across the council
  • Deliver a high‑quality learning offer for leaders, managers and employees
  • Support transformation programmes with OD expertise and insight
  • Develop workforce planning, succession and talent development approaches
  • Embed inclusion and ensure access to development opportunities

What we’re looking for:

  • Strong senior OD or L&D leadership experience
  • Experience leading large-scale organisational change
  • Excellent influencing and facilitation skills
  • A focus on outcomes and measurable impact.
