We are recruiting for a Head of Integrated Enforcement to join our Public Protection & Integrated Enforcement (PPIE) service. This is an exciting senior leadership role at the heart of one of the most dynamic, diverse and fast-growing boroughs in the country. If you are passionate about reducing crime and anti-social behaviour, driving service improvement, leading specialist enforcement and regulatory functions, and delivering excellent outcomes for residents, we would love to hear from you.

As the Head of Integrated Enforcement, you will provide strategic leadership, direction and oversight across a wide range of specialist and statutory services, including:

  • Anti‑social Behaviour (ASB) case management, investigations and developing multi‑agency approaches
  • Operational enforcement services (including CSAS‑accredited teams)
  • CCTV services and the CCTV Transformation Programme
  • Environmental enforcement and Animal Warden Services
  • Partnership Intelligence, Data & Insights
  • The council‑funded police partnership (Tower Hamlets Task Force) comprising c.24 officers and sergeants

You will play a pivotal role in delivering the borough’s community safety priorities, reducing residents’ perception of crime and ASB, and driving improved performance across all enforcement and regulatory functions. You will also provide senior tasking and operational oversight of council‑funded police teams under the s92 Police Act agreement. As a senior leader within PPIE and the wider Communities Directorate, you will represent the service at Council Committees, partnership boards, conferences and national forums, raising the profile of Tower Hamlets and contributing to the development of policy and best practice locally and nationally.

In This Role, You Will:

  • Lead and manage multi‑disciplinary enforcement, regulatory and community safety functions to ensure effective delivery and continuous improvement
  • Provide expert advice on legislation, policy, risk and strategic enforcement matters
  • Oversee statutory and non‑statutory compliance across functional areas
  • Develop and deliver service strategies, policies and procedures responding to legislative change and local priorities
  • Lead on commissioning, procurement, and management of high‑value contracts
  • Drive innovation through data, intelligence and technology
  • Build strong collaborative relationships with police, statutory partners, community groups and residents
  • Represent the council at senior levels, including with Chief Executive, Borough Commander, central government and the Community Safety Partnership

About You

  • Educated to degree level or equivalent, or significant senior management experience
  • Extensive experience delivering operational and/or regulatory services at a strategic level
  • Strong knowledge of ASB, crime and policing legislation, including Public Space Protection Orders, CBOs, CPNs, Closure Orders, Licensing Act, Environmental Protection Act, Serious Violence Duty and more
  • Experience of leading large multidisciplinary teams and driving performance, implementing best practice
  • Ability to manage complex risk, make high‑pressure decisions and provide expert advice to elected Members and senior leaders
  • Experience in policy development, commissioning, and budget/financial management
  • A collaborative, inclusive leadership style aligned to the borough’s TOWER Values

A DBS Enhanced with Barred List check (Adult & Child workforce) is required for this role.
