The opportunity has arisen to join a busy Technical Services Team who are ISO9001 accredited, part of the in-house Facilities Management service. This is a full-time role within the building surveying team led by the Senior Building Surveyor.
The Technical Services team delivers a wide range of statutory compliance programs and capital improvement projects for the Council\’s corporate, Leisure, and Education property portfolio (non-housing). The team is the construction arm of Facilities Management and was shortlisted for the New London Awards in 2019 for its extensive remodelling/refurbishment of an Edwardian period Library in Bethnal Green.
The team comprises specialist building surveyors, electrical engineers, and mechanical engineers, with senior engineers and surveyors as team leaders.

Role Purpose
As a key member of the Technical Services Team, delivering work across a corporate property portfolio, the post holder will work under the guidance of the Senior Building Surveyor, who leads on Building Projects and Fabric. The Leading Project Building Surveyor will organize, manage, and oversee the delivery of high-quality, cost-effective building surveying services, requiring broad-based knowledge.
The role involves organizing and managing the allocated Building Surveyors to ensure the delivery of the team’s objectives. The post holder will ensure properties are maintained, repaired, adapted, improved, or replaced efficiently and effectively, in line with client needs, legislation, and best practices, meeting performance targets. They will also ensure project aspects related to building fabric are compliant and delivered within financial and time constraints.
Key Responsibilities
- Manage and lead all allocated building works and projects under the guidance of the Senior Building Surveyor, including planning, review, and development to meet the Council’s repair, project, and capital program requirements.
- Ensure the delivery of duties by the allocated building surveyor, covering major new builds, refurbishments, planned maintenance, and other projects funded by revenue or capital. Responsibilities include stakeholder consultation, briefing, feasibility studies, design, budgeting, and project management.
Requirements
- Higher National Diploma in Building Studies or equivalent, with extensive experience managing surveyors delivering works for a commercial property portfolio.
- Significant experience as a Chartered Construction Manager or Chartered Building Engineer, working directly on commercial properties, within a large corporate, civil service, or local government environment. Experience in creating project tender packs and managing projects from feasibility to completion.
