We are looking for an experienced Asset Surveyor to join our Investment Delivery team, responsible for a variety of surveying tasks across our portfolio. This role offers the opportunity to provide an expert service covering site inspections for construction projects and component renewals, void inspections, stock condition surveys and quality assurance. As an Asset Surveyor at Torus, you’ll ensure compliance with construction and on-site health and safety legislation while delivering value for money (VFM). Your day-to-day responsibilities will include planning and specifying surveys, managing contracts, conducting Housing Health and Safety Rating System (HHSRS) assessments, and collaborating with various stakeholders. Strong knowledge of social housing regulations and excellent communication skills are essential, as you will work closely with internal teams and customers to maintain the high standards Torus is known for. The position involves a combination of home working and office-based duties, with travel required throughout Liverpool, Warrington, and St Helens. A full driving license is essential, as well as access to a personal vehicle. Responsibilities: Assist in the production of technical specifications and works packages in preparation for tender/negotiation with Project Management teams ensuring compliance with budget Carry out a range of asset management-related surveys and manage works on site with close monitoring of contractor performance, including updating internal systems as required to ensure accurate records are always maintained. Develop options for consultation in line with the Project Brief for cost and suitability review, ensuring proposals are specified and designed in sufficient detail to allow accurate costing and minimal project variations. Ensure all consultation is completed prior to issuing to the delivery team for seamless project execution. Develop specifications for DH+ schemes, ensuring suitability, buildability, and value for money are considered. Take into account potential usability or liveability concerns for residents and address any issues the neighbourhood housing teams may need to manage post-project. Consider both detailed design and the broader impact on whole estates. Assist in reviewing standard specifications, ensuring they are fit for purpose and fully compliant. Ensure priced schedules required for the S20 process are specific and relevant. Plan investment schemes to ensure compliance with CDM Regulations and other Health and Safety legislation. Ensure obligations regarding the Party Wall Act are fulfilled. Interrogate land registry deeds, plans, and historical maps to clarify issues with boundaries and party walls. Possess excellent knowledge and experience of a range of construction contracts and legislative health and safety standards. Maintain excellent knowledge and experience of traditional, historical, and modern construction methods, common defects, and various refurbishment methods. Draw up measured existing plans, proposed plans, and artist’s impressions of any proposals as required. Investigate historical maps and documents to understand building history, identifying potential causes of large-scale defects and influencing possible refurbishment methods. Liaise with customers and stakeholders to agree on modifications to design briefs and provide technical advice as needed. Serve as the first point of contact for customer queries and complaints, resolving issues quickly to minimise formal complaints. Determine the condition of existing buildings, identifying and analysing defects, and proposing repairs or other appropriate actions. Prepare orders for contractors, including prioritising, costing, and estimating. Monitor and ensure projects are completed on budget, on time, and to a high standard. Lead consultation and tenant liaison with customers and residents, ensuring meaningful engagement throughout the project to achieve high levels of customer satisfaction from development to handover. Skills & Experience: Level 4 qualification in construction or equivalent building experience Evidence of and commitment to continual professional, leadership and personal development Demonstrate an excellent level of knowledge of supporting the delivery of responsive and planned maintenance, investment and refurbishment schemes gained through extensive and relevant experience within the social housing & construction industry Demonstrable experience working in a role carrying out various types of asset management related surveys Ability to complete various survey types of stock condition, HHSRS and asbestos validation surveys Sound knowledge and experience in the on-site management of contractors Knowledge of health and safety legislation relevant to property maintenance Evidence of co-ordinating and demonstrating the importance of value for money in everyday operations High levels of IT literacy and an understanding of new ways of working Interview Process: Candidates will undergo in-person interviews, consisting of an activity and competency-based interview.
