We are looking for a driven and well‑connected Land & Partnerships Manager to join the Housing Growth & Partnerships team at Torus Developments. This is a key role focused on identifying and securing land and partnership opportunities to support the delivery of an ambitious development programme of over 14,000 new homes over the next ten years. You will play a pivotal role in shaping and delivering a pipeline of land‑led and partnership development opportunities, supporting strategic growth, and enabling the delivery of new homes and wider organisational ambitions.
You will lead on land acquisition and partnership opportunities activity, feasibility and pre‑contract work, and the development of strategic partnerships with public and private sector organisations, ensuring Torus is positioned at the forefront of housing delivery across the Liverpool City Region and beyond.
What You Will Be Doing:
- Leading on the identification, appraisal and acquisition of land and development opportunities, including S106 opportunities
- Negotiating Heads of Terms, option agreements, exclusivity agreements and purchase agreements
- Leading on strategic land bids
- Developing and managing partnerships with Local Authorities, Combined Authorities and key stakeholders
- Building and maintaining a strong 10‑year land pipeline to support development ambitions
- Undertaking financial feasibility studies, site appraisals and development assessments
- Leading pre‑contract work for complex development schemes
- Supporting joint ventures and partnership arrangements with public and private sector organisations
- Working collaboratively across internal teams including Housing Management, Asset Management and Sales
- Preparing reports for Development Committees and Board‑level governance forums
- Preparing and presenting reports to Development Approvals Group
- Managing external consultants and ensuring procurement compliance and value for money
- Representing Torus in external networks, partnerships and sector collaboration groups
- Ensuring all activity is delivered in line with governance, risk, compliance and health & safety requirements
What We Are Looking For:
- Significant experience in housing, property or construction development environments
- Proven track record of securing land and delivering successful development opportunities
- Experience managing large‑scale, high‑value residential pre‑development programmes
- Strong understanding of housing markets, development viability and site appraisal processes
- Experience working with public sector partners including Homes England, Local Authorities and Combined Authorities
- Strong negotiation skills with experience securing land deals and partnership opportunities
- Understanding of planning processes and development risk management
- Experience of building and maintaining effective internal and external stakeholder relationships
- Ability to manage complex programmes, multiple priorities and competing deadlines
- Strong financial and commercial acumen, including feasibility and viability assessment skills
- Confident communicator with the ability to influence senior stakeholders and board‑level audiences
- Leadership capability with experience supporting or managing team members
- Proactive, resilient and strategic thinker with a collaborative approach
- Commitment to delivering value for money, governance compliance and high‑quality outcomes
Interview Process:
Interviews will take place week commencing 30th June at our Warrington office and will involve a competency‑based interview and a presentation.
