We are looking for an experienced and passionate Operations Manager - Safeguarding, Domestic Abuse & Tenancy Sustainment to play a key leadership role within our Support Network. This is a 6-month fixed term contract.
This is an exciting opportunity for a driven professional with extensive knowledge of safeguarding, domestic abuse services and tenancy sustainment to lead high-performing teams, influence strategic direction and ensure our services continue to deliver excellent outcomes for some of the most vulnerable people within our communities.
Reporting to the Group Head of Support Network, you will lead the operational delivery of safeguarding, domestic abuse and tenancy sustainment services across the Group. You will ensure services remain compliant with legislation, regulatory requirements and best practice standards, including maintaining and supporting our Domestic Abuse Housing Alliance (DAHA) ambitions and commitments. You will champion safeguarding and domestic abuse awareness across Torus, work closely with local authorities and partner agencies, and support the continuous development of services that improve customer wellbeing and sustain successful tenancies.
The role also includes leadership of commissioned Domestic Abuse Outreach Services within St Helens, ensuring contractual requirements, service standards and performance expectations are achieved.
Working Pattern:
At Torus, we offer a flexible and agile approach to working, with employees typically spending three days in the office and two days working from home. Please note that this arrangement may be subject to change in line with business requirements, and candidates must be willing to work flexibly to meet the needs of the organisation. This role will be primarily based at our St Helens office, however regular travel across our wider operating area will be required, including visits to our offices in Liverpool and Warrington, as well as attendance at partner meetings and service locations as required.
What You'll Be Doing:
- Leading and developing teams to deliver high-quality safeguarding, domestic abuse and tenancy sustainment services.
- Ensuring services remain compliant with safeguarding legislation, regulatory requirements, contractual obligations and industry best practice.
- Acting as a safeguarding and domestic abuse champion across the Group.
- Supporting and contributing to the Torus Safeguarding Assurance Group.
- Leading and supporting Domestic Homicide Reviews, Safeguarding Adult Reviews and Significant Event Analyses.
- Undertaking audits, inspections and service reviews to ensure high standards of service delivery.
- Developing improvement plans and supporting managers to implement positive change.
- Building and maintaining strong partnerships with local authorities, statutory services and community organisations.
- Using performance data and business intelligence to drive continuous improvement.
- Supporting the development of policies, procedures and operational frameworks.
- Contributing to funding opportunities and service sustainability initiatives.
- Participating in the Support Network out-of-hours on-call rota.

Interview Process:
Shortlisted candidates will be invited to attend an in-person interview. The selection process will consist of a competency-based interview and a written/practical exercise designed to assess the skills and experience required for the role, with full details of the exercise provided on the day.
