An exciting opportunity has arisen for a skilled and motivated Proposals Engineer to join a well-established engineering team supporting major utility providers across the UK. This role involves developing technical and commercial proposals for a variety of infrastructure and non-infrastructure projects.

You’ll play a key part in shaping innovative, low-carbon engineering solutions from initial site visits and feasibility assessments to producing detailed costed proposals and supporting the handover to delivery teams.

Key Responsibilities of the Proposals Engineer include:
  • Conduct site surveys and attend client meetings to assess project requirements
  • Prepare detailed and competitive technical proposals and bid documentation
  • Interpret and respond to Invitation to Tender (ITT) and Request for Information (RFI) documents
  • Produce feasibility studies and cost-benefit analyses for proposed solutions
  • Develop and mark up P&IDs and SLDs to support bid submissions
  • Estimate project costs, size equipment, and issue Requests for Quotation (RFQs)
  • Collaborate with clients on concept development and value engineering
  • Liaise with suppliers and subcontractors to manage technical input and reduce risk
  • Ensure accurate records are maintained throughout the proposal development process
  • Support handover of successful bids to the project delivery team
What We’re Looking For:
  • Background in engineering (process, mechanical, electrical, civil, or ICA)
  • Experience working in the utilities sector, particularly in consultancy or contractor environments
  • Proven ability to develop technical proposals and commercial estimates
  • Comfortable working independently on-site and managing multiple inputs
  • Strong communication skills and confidence liaising with internal and external stakeholders
  • Familiarity with technical drawing development and review (P&IDs, SLDs)
  • Experience with regulated utility frameworks is highly desirable
