Across Torfaen and Blaenau Gwent in South Wales, our councils are doing something genuinely different. As Wales’s first and only federated councils, we’re pioneering a new leadership model that brings two sovereign unitary authorities together around shared ambition, aligned leadership and collective impact. Both councils have also adopted the Marmot principles, embedding a clear commitment to tackling inequality, improving wellbeing and focusing on long‑term outcomes through everything we do.

This deliberate, innovative approach to collaboration is designed to unlock capability and influence that neither council could achieve alone. It provides unprecedented scale and mandate for action to work across two distinct boroughs, with refreshing freedom to innovate and the credibility to influence regional and national conversations about how public services evolve. Our communities welcome this new, creative approach as an excellent way to address the challenges they face.

This brand-new role brings together the full range of services needed to help support people and families experiencing complex and multiple challenges. The team delivers some interventions (e.g. complex families, adult & community learning, and employability) directly, and oversees the design of other targeted prevention work across the Council.

You’ll design and develop our support offer, particularly targeted prevention and ‘edge-of-acute’ activities. We’re looking for person-centred and place-based approaches that genuinely address the complex social, economic and environmental factors affecting wellbeing, so we can support individuals and families to build resilience and achieve sustainable outcomes.

Your experience to date should include building high-performing teams that work effectively across operational boundaries, and a track record of making a lasting difference to place-based services. A nuanced understanding of one or more of the factors which can affect wellbeing (such as financial issues, homelessness, family breakdown, community safety and chronic health conditions) is essential. Able to influence, collaborate, and lead consistently high performance, you’ll relish the chance to put your ideas to work in an enlightened and supportive environment.
