Job Description
Torch Technologies is seeking a Financial Analyst to support the Army’s Rapid Capabilities and Critical Technologies Office (RCCTO). This role operates within a fast-paced, high-visibility, three-star headquarters organization and requires expertise in program cost, schedule, and performance analysis.
The ideal candidate will have a strong background in Army program analysis, budget execution, and financial management, ensuring compliance with Planning, Programming, Budgeting, and Execution (PPBE) processes.
Key Responsibilities:
- Program Analysis & Reporting:
- Analyze and synthesize program cost, schedule, and performance data for reporting to Government Program Leads.
- Support the development of key Army budget documents, including POM, Congressional Justification Book, APBB, and SPAR submissions.
- Develop, track, and report on spend plans and financial execution for each project.
- Prepare and present updated reports and briefings as requested.
- Task & Action Management:
- Maintain and manage an internal task tracker for the ACCT BMD section, assigning tasks, setting suspenses, and ensuring completion.
- Serve as Task Manager for BMD-related tasks received from external sources.
- Capture, assess, and track BMD action items from meetings, working groups, and Integrated Program Reviews (IPRs), and provide recommendations for resolution.
- Financial & Budget Execution:
- Assist in extracting Status of Funds reports from financial databases and reconciling financial data.
- Analyze monthly financial reports to support budget execution and funding increment planning.
- Review program budget estimates for accuracy, completeness, and compliance with regulations.
- Prepare monthly, quarterly, and annual budget execution reports.
- Administrative & Analytical Support:
- Attend and participate in staff calls, stand-ups, project office meetings, working groups, and IPRs.
- Apply Microsoft Office Suite expertise to develop PowerPoint presentations, Excel spreadsheets, Word documents, and Adobe PDFs.
- Ensure all budgeting and financial management activities comply with Army acquisition streamlining initiatives, including Other Transaction Agreements (OTA).
Job Requirements
- Bachelor’s Degree in Finance, Accounting, Business Administration, a related field or equivalent experience.
- 5+ years of experience in program, budget, and financial analysis within the U.S. Army or DoD.
- Active Secret clearance with ability to obtain and maintain TS/SCI.
- Extensive understanding of U.S. Army program analysis, including cost, schedule, and performance metrics, and their connection to budget formulation and financial execution.
- Strong expertise in the PPBE process.
- Experience with General Fund Enterprise Business System (GFEBS) and other financial databases.
- Excellent organizational, multitasking, and time management skills.
- Proficiency in Microsoft Office (Excel, PowerPoint, Word, Adobe Acrobat).
- Strong oral and written communication skills.
Desired Qualifications
- Top Secret clearance is preferred
- Experience supporting DoD acquisition programs.
- Financial certifications such as DAU Financial Management Certification.
- Proficiency in the Defense Travel System (DTS).
