We're looking for a Senior Revenues & Benefits Systems Officer to join our Revenues & Benefits Systems Team. This is an exciting opportunity to play a leading role in the development and support of the systems that help deliver essential services to thousands of residents across Torbay.

This is much more than a systems administration role. You will lead on major annual processes, system developments, testing, automation and service improvements. You will be at the centre of projects that improve how we work and how we deliver services to our residents.

Working closely with managers, ICT colleagues, suppliers and operational teams, you will help shape the future of our Revenues & Benefits systems. You'll use your expertise to improve efficiency, strengthen resilience, increase automation and ensure our systems continue to meet changing business and legislative requirements.

You will also provide technical leadership across the team, supporting colleagues, sharing knowledge and helping to build technical capability across the service.

What you'll be doing:

  • Leading the support, configuration and development of our Revenues & Benefits systems.
  • Delivering annual billing, year-end processing and major system upgrades.
  • Identifying opportunities to improve processes and increase automation.
  • Acting as the senior technical escalation point for complex issues.
  • Working with suppliers and ICT colleagues to deliver system improvements.
  • Supporting statutory reporting, data quality and audit requirements.
  • Helping shape the future direction of our Revenues & Benefits systems service.

Skills

Essential:

  • Strong analytical and problem-solving skills.
  • Excellent organisation and the ability to manage competing priorities.
  • The ability to explain technical information clearly to different audiences.
  • Experience of leading technical work and supporting colleagues.
  • A commitment to finding better ways of working through innovation and automation.

Knowledge

Essential:

  • Extensive knowledge of Revenues & Benefits systems administration and support.
  • Strong knowledge of Civica OpenRevenues or similar business-critical systems.
  • Knowledge of system configuration, workflows and automation.
  • Understanding of data quality, security and information governance.
  • Knowledge of annual billing, year-end processing and statutory requirements.

Experience & Qualifications

Essential:

  • Significant experience supporting and developing Revenues & Benefits systems.
  • Experience of resolving complex system and data issues.
  • Experience of testing and implementing system changes and upgrades.
  • Experience working with suppliers, ICT teams and service managers.
  • A-Level qualification, equivalent vocational qualification, or significant relevant experience.
