An exciting opportunity has arisen within Torbay Council’s Human Resources Team for an experienced Human Resources Business Partner. Due to several upcoming TUPE transfers and organisational change projects, we are seeking an additional HRBP to join our busy, fast‑paced team. Working collaboratively as part of a small and supportive HR function, you will provide high‑quality operational HR support and advice to managers and employees across the organisation. You should be experienced in change management, TUPE, UK employment law and delivering confident, generalist HR guidance. No two days are the same, so if you thrive in a dynamic environment and enjoy working as part of a proactive team, we would love to hear from you.

This is a full‑time position of 37 hours, however, we would consider 4 days, 29.6 hours for the right candidate. This position is for a fixed term of 12 months from the start date. This role is not eligible for visa sponsorship.

Essential:

  • Well organised and detail orientated.
  • Ability to prioritise own workload and work to conflicting and changing deadlines.
  • Ability to build and maintain effective and positive working relationships.
  • Highly developed analysis and research skills with the ability to assess, compile and present information from the business and legislation to inform key business decisions.
  • Excellent communication skills and able to communicate to a wide range of audiences.
  • This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge

Essential:

  • Expert knowledge of UK Employment Law and Legislation.
  • Thorough understanding and knowledge of HR policies and procedures across a range of organisations.
  • Thorough understanding of Job Evaluations schemes, such as GLPC and Hay, and the ability to undertake evaluations of roles under such schemes.
  • Knowledge of NJC and JNC terms and conditions of employment.
  • Thorough understanding of TUPE and Change Management practices.
Experience & Qualifications

Essential:

  • Human Resources CIPD Level 7 or above and a membership of CIPD.
  • Proven experience of working in a Human Resources Team providing detailed specialist and strategic advice to Employees, Managers and external customers.
  • Significant experience of managing complex employee relations issues, interpreting legislation, and managing risk.
  • Significant experience of working and building effective working relationships with trade unions, including consultation and negotiation.
  • Experience of designing and delivery training to a wide range of audiences on a range of HR related topics.
