Role Summary

The Learning Manager: Consultant Development is responsible for building and activating a world-class consulting and professional advisory development offer that sets a clear, ambitious standard for consulting excellence at TBI. This role will shape how Analysts, Associates, and consultants think, work, and grow, defining what excellent advisory practice looks like in the TBI context and how it is learned over time.

The successful applicant will not only design a compelling curriculum but will create the conditions for it to be used, valued, and demanded across the organisation. They will challenge fragmented or low-impact approaches to learning and replace them with a coherent, high-energy development environment that supports brilliant colleagues to do their best work. Bringing deep expertise in professional advisory development, the role will build momentum around learning and help people build meaningful, sustainable consulting careers. The role combines strategic ownership, creative design, and hands-on influence.

Key Responsibilities

  • Accountable for the design, quality, and continuous evolution of TBI’s consulting and professional advisory development curriculum for Analysts, Associates, and the wider consulting population.
  • Accountable for driving real adoption and embedding of learning across regions, challenging passive or inconsistent engagement and ensuring development is experienced as core to how consulting is done at TBI.
  • Responsible for end-to-end ownership of consulting development pathways, including induction, onboarding, early-career acceleration, and career readiness, with a clear focus on practical application.
  • Responsible for mobilising and coordinating internal contributors and, where relevant, external partners to create learning experiences that are rigorous, engaging, and consistently high quality.
  • Exercise strong professional judgement in diagnosing capability gaps, prioritising learning investments, and making trade-offs in response to organisational strategy, delivery pressure, and reputational risk.
  • Support the creation of a vibrant learning culture within consulting, where curiosity, reflection, feedback, and peer learning are normalised and learning is reinforced through day-to-day work and leadership practice.
  • Demonstrate ambition by challenging the status quo, innovating in learning design, and ensuring TBI’s consulting development offer keeps pace with, and learns from, leading consulting and professional services organisations.
  • Contribute directly to organisational impact by strengthening consultant capability, improving the quality and consistency of government delivery, and enabling people to build meaningful, credible careers at TBI.

Person Specification

  • Deep knowledge and experience of professional advisory and consulting development, with a strong understanding of how advisory capability, judgement, and professional credibility are built over time.
  • Proven experience creating and embedding learning for consulting or professional services populations, with evidence of shifting both capability and culture.
  • Strong grasp of core consulting skills, behaviours, and professional standards, including problem structuring, analysis, communication, and stakeholder engagement.
  • Credible and engaging facilitator, comfortable working with early-career colleagues and experienced professionals in demanding, client-facing environments.
  • Strong influencing and stakeholder management skills, including the confidence to challenge leaders, disrupt low-impact practices, and build momentum around change.
  • Demonstrated commitment to building learning cultures, staying ahead of trends in development practice, and continuously raising the bar for quality.
  • Mindset focused on impact, craft, and long-term career sustainability, with a genuine belief that excellent learning environments enable excellent people to thrive.
