The Compliance Specialist ensures the organization complies with all applicable federal laws, regulations, and contractual requirements related to government contracting. The role supports the company’s ethics and compliance program and ensures adherence to regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), export control laws (ITAR/EAR), and import control laws.

Minimum Requirements

  • 3+ years of experience in compliance and government contracting within the aerospace and defense industry
  • Subject matter expertise in ITAR and EAR export controls
  • Subject matter expertise in ATF import controls
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Strong analytical, problem-solving, and risk assessment skills
  • Excellent written and verbal communication skills
  • Must be Tech Savvy and have the ability to work alongside IT in order to understand cybersecurity clearance frameworks and facilitate form completions, etc.
  • Ability to interpret complex regulatory requirements and apply them to business operations
  • Strong documentation, audit preparation, and compliance reporting capabilities
  • Ability to obtain or maintain a U.S. security clearance if required by contract
  • Ability to obtain a valid U.S. passport to support potential international travel related to contract compliance activities

  • Prefer to have experience with cybersecurity frameworks such as NIST SP 800-171 and Cybersecurity Maturity Model Certification (CMMC)
  • Bachelor’s degree in Business, Law, Compliance, Finance, or a related field is preferred
  • Certified Compliance & Ethics Professional (CCEP)
  • Certified Internal Auditor (CIA)
  • Certified Information Systems Security Professional (CISSP) for cybersecurity compliance roles
  • Defense Contract Audit Agency (DCAA)
  • Defense Contract Management Agency (DCMA)

Responsibilities

  • Export and Security Compliance
    • Support compliance with export control regulations, including ITAR and the Export Administration Regulations (EAR)
    • Coordinate with security and IT teams to support cybersecurity frameworks such as NIST SP 800-171 and Cybersecurity Maturity Model Certification (CMMC)
  • ATF Import & Licensing
    • Prepare and manage ATF Form 6 (Part I) applications for permanent importation of firearms, ammunition, and implements of war
    • Execute ATF Form 6A for the release of defense articles from U.S. Customs custody and ensure serial numbers are reported to ATF within 15 days of release
    • Maintain and renew company AECA registration for U.S. Munitions Import List (USMIL) articles using ATF Form 4587
    • Manage renewal and compliance of Federal Firearms Licenses (FFL) and Federal Explosives Licenses (FEL), including Responsible Person designations
  • Regulatory Compliance
    • Monitor compliance with federal government contracting regulations, including FAR and DFARS
    • Interpret regulatory requirements and communicate impacts to internal stakeholders
    • Track regulatory updates from agencies such as the U.S. Department of Defense and update policies as required
  • Policy and Procedure Management
    • Develop, update, and maintain internal compliance policies and procedures
    • Maintain documentation supporting regulatory and contractual compliance obligations
  • Audits and Risk Management
    • Conduct internal compliance reviews and risk assessments
    • Support external audits and reviews from government agencies such as DCAA and DCMA
    • Track corrective actions and ensure remediation of compliance gaps
  • Training and Awareness
    • Provide employee training on ethics, government contracting compliance, export controls, and regulatory requirements
    • Promote awareness of the company’s compliance program and reporting mechanisms
  • Investigations and Reporting
    • Assist with investigations involving potential compliance violations, conflicts of interest, or ethics concerns
    • Prepare reports and maintain records related to compliance monitoring activities
