Reporting to: Head of Property and Facilities Management

Position Type: 12 month Fixed-Term Contract, 35 hours per week, minimum 3 days per week in the office.

About Operations: Operations sits at the heart of TMHCC, we ensure the smooth running of all business processes – from policy administration and claims handling to data, technology, and delivery. Operations is made up of 7 functions, this role sits within: Procurement and Workplace Management. The Workplace and Facilities Management team is responsible for ensuring that all TMHCC properties are safe, efficient, compliant, and supportive of business operations. We manage the physical workplace environment, ensuring it aligns with corporate standards, sustainability goals, and operational requirements. We focus on creating collaborative, well-designed environments that support a positive and productive working atmosphere.

Job Purpose: To deliver property asset management and building services alongside developing agreed processes and policies.

Key Responsibilities:

  • Support TME in the implementation of country specific legislation
  • Support all offices providing move management plans
  • Own the DSE policy in respect of workplace adjustments
  • Develop the short term and long-term Asset Management Strategies and prepare planned programmes to ensure TMHCC complies with all statutory requirements.
  • Responsible for policy development within the Group Property team and ensure that all policies, procedures and strategies are regularly reviewed and appropriately implemented;
  • Deputise for the Head of Group Property & Facilities Management in matters relating to asset and property services, where appropriate, in their absence
  • Manage performance to ensure consistent achievement and improvement upon performance against Group and team targets set for key performance indicators.
  • Lead monthly contractor meetings & project working groups for service contractors and ensure that all KPIs are met, including employer quality checks, and improvement plans put in place where there is underperformance.
  • Progress and resolve any Service Now tickets that are outside the agreed SLA working with the on-site engineer and their supervisor.
  • Ensure that departmental budgets are accurately compiled, set, monitored and reported. Achieve value for money in the delivery of all building, repair and service contracts.
  • Ensure all invoices for payment are checked and authorised in accordance with policy
  • Ensure that external decorations and repairs are completed in line with the asset management strategy and tendered to ensure value for money
  • Oversee the supervision of cyclical works ensuring that defects are made good and agree final accounts with contractors.
  • Develop the short term and long-term Asset Management Strategies and prepare planned programmes.
  • Put in place the effective collection and management of property assets, energy data and maintain accurate asset and stock condition survey records
  • Use the data to inform short term and long term planned programmes and project manage the planned maintenance programme.
  • Identify ad hoc major repair needs as they arise and recommend priorities and action required.
  • Appoint consultants and contractors for the asset management and maintenance work of TMHCC, ensuring that selection involves appropriately qualified practices that hold adequate insurance cover and represent no financial risk to TMHCC
  • Manage contractors to ensure that they are meeting required targets, standards and KPIs.
  • Ensure that all approved contractors are given equal opportunity to work or tender for work and monitor whether value for money is being achieved.
  • Assist the Head of Group Property & Facilities Management in identifying and implementing quality and efficiency improvements that increase customer satisfaction and cost effectiveness
  • Attend meetings of the Management Team, as invited.
  • Attend Working Group meetings as required
  • Attend meetings held by building managers across the estate as tenant representative
  • Attend departmental and staff meetings as appropriate.
  • Attend other ad-hoc internal and external meetings as required
  • Provide leadership in engendering a customer service culture.
  • Prepare committee reports as requested by The Head of Group Property & Facilities Management
  • Ensure that maximum use is made of information technology systems to improve service delivery within the department.
  • Attend internal and external training courses and report back as necessary.
  • Ensure compliance with Health and Safety legislation in all areas managed.
  • Carry out duties as reasonably agreed with the Head of Group Property & Facilities Management which may be appropriate to the position.
