Service Care Solutions is seeking a Senior Procurement Officer to manage end-to-end construction and facilities management (FM) procurement exercises for a client in Tower Hamlets.

The role requires a minimum of 2 years’ experience in public sector procurement, specifically in compliance with the Public Contracts Regulations 2015 (PCR 2015) and the use of JCT Suite of contracts.

This is a full time, temporary role offering £475 per day Umbrella LTD (£361.33 per day PAYE).

Key Responsibilities:

  1. Manage construction and FM procurement exercises in line with PCR 2015 and organisational procedures.
  2. Assemble and complete tender packs, working closely with project teams and internal departments.
  3. Lead over-threshold procurements and call-offs from frameworks such as ESPO, YPO, and CCS.
  4. Use the London Tender e-procurement portal (Proactis) or similar systems to run procurement processes.
  5. Support post-tender evaluation, including moderation processes and contract awards.
  6. Advise clients to ensure compliance with procurement regulations and manage high-profile procurement projects independently.
  7. Lead and develop Category Officers within project teams.

Qualifications & Experience:

  1. Minimum 2 years’ experience managing procurement in a Local Authority or equivalent public body.
  2. Good working knowledge of JCT contracts and PCR 2015 compliance.
  3. Experience in using public buying organisation frameworks and e-procurement systems.
  4. Familiarity with construction project protocols and RIBA work stages.
