About Our Client

This is an exciting opportunity to work in a dynamic role with excellent self-development and learning opportunities. The role holder will be supported with time and funding to complete their qualification for Chartered Institute of Procurement and Supply (MCIPS) membership, which will be funded annually by the organization during employment. This role is ideal for candidates with experience in end-to-end public sector procurement aiming to advance into category management. Our client supports continuous development and MCIPS qualification.

The purpose of this role is to provide commercial experience aligned with Government Commercial Function (GCF) best practices by leading the delivery of a Commercial Category Management approach. Responsibilities include managing all stages of the commercial lifecycle, demonstrating value through cost savings and avoidance, and improving the Category Management function. Senior Procurement Officers will collaborate with stakeholders on subcategory plans, determine optimal routes to market, and manage lifecycle activities through a risk-based, business-led buying approach. Strong relationship-building, influencing, and negotiating skills are essential for maintaining collaborative stakeholder relationships.

Job Description

The Senior Procurement Officer will deliver effective, improving commercial services for one or more sub-categories, with opportunities to develop policies, improve processes, and provide assurance to the commercial function and wider business. Responsibilities include but are not limited to:

  1. Leading Procurement Assistants to develop the Category Management approach across the organization.
  2. Ensuring team delivery aligns with strategic objectives.
  3. Operating within a regulated public sector environment, adhering to GCF Commercial Operating Standards.
  4. Managing one or more sub-categories with a value of approximately £25m.

The Successful Applicant

Candidates should have experience across the entire procurement cycle, including supplier engagement, tender evaluation, contract award, and management, with an understanding of the Procurement Act 2023. Familiarity with commercial policy and public sector procurement is necessary, including:

  • Understanding Needs and Sourcing Options
  • Procurement Process and Contract Management
  • PCR 2015 Public Procurement Regulations
  • Strategy and Policy Development
  • Using Crown Commercial Service frameworks

Candidates must possess or be willing to work towards MCIPS membership. Experience in category management principles, stakeholder influencing, conflict management, decision-making under pressure, and team leadership are essential for success in this role.
