Electrical Control Of Work Authority / SAEP

We are currently recruiting for an Electrical Control of Work Authority/Senior Authorised Electrical Personnel to be placed in Lincolnshire and would be on a 6-month minimum contract with the possibility of extension. The main function of the Senior Authorised Person is to be the delegated authority for their respective Mechanical or Electrical isolations works, ensuring that the relevant isolations, tags, locks etc. have been placed on the correct system prior to any works commencing. The SAP works with the Permit Issuer regarding any isolation works, removal of isolations and energisation of systems and ensures the PTW process aligns with the control of isolations through the construction and commissioning phase. When the SAP is not available a delegate shall be nominated in writing. The Project also requires this person to be a suitably experienced and competent Isolating Authority and Permit Issuer. The Project is currently operating its own Cold Permit system but now requires Energization Permits as the Project moves from Construction towards Commissioning. Both Electrical and Mechanical works will be conducted following the Electrical and Mechanical Safety Rules.

Responsibilities:

• Be responsible for the associated function Safety Rules and their implementation in practice.
• Carry out or supervise isolations and de-isolations on electrical/mechanical equipment/systems.
• Carry out or supervise switching on electrical/mechanical equipment/systems.
• Determine a Limitation of Access.
• Carry out or supervise the tagging of valve isolations in the field.
• Sign the isolation certificate to verify each isolation.
• Remove isolations on completion of works and validations of systems.
• Manage Lock Box / Control of keys for all construction and commissioning isolation controls.
• Manage Isolation register for all construction and commissioning activities.

Skills / Qualifications:

Senior Authorised Person (SAP) Mechanical / Electrical shall ensure:

• The contractor/vendor can carry out the work safely providing all precautions listed in the Permit to Work have been taken.
• Precautions for the safe execution of the work are based upon the Risk Assessment/Method Statement.
• The Risk Assessment/Method Statement and all supporting documents has been reviewed and accepted by Worley.
• The supervision levels for the works have been established.
• The Performing Authority has understood the conditions of the Permit to Work and associated Isolation Confirmation Certificate (ICC).
• The work is co-ordinated in relation to possible interference with other works nearby.
• Permit interface and isolation issues are discussed at the daily permit coordination meeting.
• An approved Risk Assessment/Method Statement/ICC is available and should be kept with the Permit, as well as any other relevant documentation.
• The worksite and access to the work areas have been inspected.
• The proposed work will not interfere with any other work being done in the same area or on the same equipment.
• Appropriate controls are in place for cooperation between other parties in relation to works being undertaken within the Area Allocation.
• In direct engagement with the Permit Issuer that the appropriate LOTO and isolations ICC have been identified and referenced on the associated PTW.
• In consultation with all parties involved, the hazards have been understood, and the precautions listed on the Permit are suitable and sufficient and all aspects of the isolations in place are verified to allow the work to proceed safely.
• The works will be monitored by Worley Site Team to ensure compliance with the precautions listed on the Permit.
• The work can start when satisfied that all of the above has been carried out.

Permit Issuer (PI):

The competent person authorised in writing to issue Construction and Commissioning Permits for the project. The PI is responsible for ensuring that the permit request has the required information and has been reviewed by the Contractor before the request being made, the PI is responsible for populating the Permit on completion and approval of the permit request form.

The Authorised Isolator (AI) does the following:

• Implements isolation and completes isolation conformation certificate (ICC).
• In consultation with the SAP, AI and or Commissioning Engineers, plan energy isolations in line with this procedure and documents using RAMS and associated documents.
• Cross-checks isolations and de-isolations.
• Signs off each completed isolation points and reports any 'unable to implement' points to SAP.
• Signs each step of ICC after isolations have been removed.
• Informs the SAP that energy isolations have been removed and the equipment is ready for testing.
• Demonstrates isolation integrity or proves dead at the initial stage and then continues to monitor throughout the duration of the isolation.
• Performs STT as instructed by the SAP and updates the Isolation Register.
