About the Role:
As the Director of People and Organisational Change, you will lead and direct the council wide management of transformational workforce changes. You will be the head of profession for HR and Organisational Change, providing expert advice and support to Elected Members and the Corporate Management Team (CMT). Your role will be pivotal in shaping and delivering our People Strategy, ensuring business continuity, and promoting equality, diversity, and inclusion across the Council.
The successful candidate will be joining us during a period of significant transformational change, as we adapt the council’s overall operating model to work as one council, and provide the best supporting services we can to colleagues in Adult Social Care & Health, Children’s Services and Place.
Key Responsibilities:
- Lead HR and Organisational Change: Oversee HR, Communications, Strategy and Policy, and Portfolio Management and Transformation functions, ensuring efficient, responsive, and cost-effective services.
- People Strategy: Refresh and evolve the Council’s People Strategy, aligning employment policies and processes with the Council’s vision and values.
- Leadership Development: Enhance leadership and management capabilities to foster an empowered leadership culture and drive transformational change.
- Customer Strategy: Oversee external communications, media, stakeholder and employee communications.
- Business Continuity Planning: Act as the strategic lead for Business Continuity Planning, chairing the Business Continuity Group and contributing to the development of the Council’s Business Continuity Plan.
- Equality, Diversity, and Inclusion: Lead the Council’s strategic approach to EDI, promoting a fair and inclusive environment.

- Experience: Significant experience in leading large, diverse teams and managing transformational change within a complex organisation, which includes recognised trade unions.
- Skills: Adaptable and enthusiastic leadership, negotiation, and influencing skills with the ability to motivate and engage teams. Excellent strategic planning, financial management, and problem-solving abilities.
- Knowledge: In-depth understanding of HR legislation, best practices, and the wider public sector landscape. Awareness of national and local government developments and trends.
- Personal Attributes: A credible leader with integrity, excellent business acumen, and a commitment to continuous professional development. An inclusive and democratic leadership style that encourages innovation.
