About the Evolving Education & Certification (E&C) Function

The E&C department is the educational engine of TM Forum, equipping the telecommunications workforce to drive industry transformation. Today, our core focus is delivering a comprehensive curriculum around the Open Digital Architecture (ODA), AI, and network automation to help member organizations successfully transition from legacy systems to agile, cloud-native operations. We increasingly combine foundational training with advanced digital learning capabilities to support organizations in evolving their operational maturity and technical competencies at scale.

The Role

As the Digital eLearning Designer, you will own the creation of high-impact eLearning and self‑paced learning experiences that enable learners to apply TM Forum’s Open Digital Architecture (ODA) best practices across telecoms and IT infrastructure. You will take responsibility for converting complex technical concepts into clear, engaging learning that delivers measurable capability uplift. Reporting to the Director of Product Management, Education & Certification, you will partner directly with TM Forum Subject Matter Experts (SMEs) and trusted external consultants, leading the design and evolution of technical learning content for a specialist audience. You will take end‑to‑end ownership of eLearning design and development using Articulate 360 setting the standard for instructional quality and learner experience. You will proactively improve existing content, introduce more effective instructional approaches, oversee testing and publication to the LMS, and act as the authoritative voice on instructional design best practice across the portfolio. You will bring expertise in Articulate Storyline and Rise, video editing, and SCORM/xAPI standards, combining technical excellence with a strong learner focus to deliver polished, scalable learning solutions that support TM Forum’s education and certification strategy.

Key Responsibilities

  • Digital Learning Design & Development: Applying instructional design principles and modern learning methodologies to create effective, learner‑centric experiences. Design and develop new eLearning modules end‑to‑end: scoping, storyboarding, asset creation, SME review cycles, and final publication. Build interactive digital content using Articulate Storyline 360 (or equivalent), SCORM/xAPI standards, video, animation, and graphic tools. Redesign and modernise existing courses to strengthen instructional flow and learner engagement. Use AI‑driven tools to streamline script drafting, initial storyboards, voice‑over prototypes, and content editing.
  • Collaboration & SME Engagement: Work closely with SMEs across TM Forum to translate technical concepts into effective learning solutions. Ensure iterative feedback loops for quality and accuracy, including stakeholder sign‑off.
  • Content Quality & Learning Experience Enhancement: Apply instructional design best practices to ensure content clarity, accessibility, and learner impact. Quality‑assure all outputs for accuracy, language, and visual consistency with a keen eye for detail. Keeping abreast of the latest instructional technologies and making recommendations on methodology, tools, and ideas to continuously improve our offering. Use AI‑powered accessibility and grammar tools to elevate content quality and improve UX.
  • Platform, Tools & Operational Support: Support LMS upload processes, testing and configuration of learning assets. Troubleshoot technical issues in collaboration with technical operations teams. Participate in project tracking, documentation, scheduling and progress updates.

Required Skills & Experience

  • Preferably 3–5 years’ experience in digital learning or instructional design roles.
  • Strong capability with Articulate 360, Storyline, and Rise or similar authoring tools; SCORM/xAPI knowledge.
  • Solid understanding of instructional design frameworks.
  • Demonstrated ability to design engaging media and strong experience working with media creation tools (animations, video editing, graphics).
  • Excellent written and verbal communication skills, with proficiency in MS Office.
  • Excellent organisational and project management skills, comfortable handling multiple deadlines.

Desired (But Not Mandatory) Skills

  • Strong analytical and problem‑solving skills with the ability to engage with complex and unfamiliar subject matter.
  • Experience working on technical topics (telecoms, IT, cloud, network automation).
  • Exposure to modern learning frameworks, micro‑learning, simulations or scenario‑based learning.
  • Experience using generative AI tools in content ideation, UX refinement or production workflows.
