Regional Programmes Team Leader : HMP High Down

We are currently recruiting for a Regional Programme Team Leader based at HMP High Down.

Here at Forward Trust, we deliver a complex range of drug and alcohol services in the prison environment. Our support includes advice, health and wellbeing, motivational work, clinical services, and various group work and treatment programmes.

The services we deliver within prisons are commissioned by NHS England and delivered in partnership with primary healthcare providers and HMPPS. Integration and partnership are central to our work.

About The Role

You will be based on-site, working within a team with diverse skills, providing recovery-oriented Health and Wellbeing Services to service users aged 18 and above. Your primary location will be HMP High Down, with expectations to serve other establishments across the Surrey region.

Services include clinical treatment, psychosocial interventions, and accredited group programmes for inmates with alcohol or drug issues. Treatments will be client-centered, utilizing harm reduction and abstinence-based approaches as appropriate. Responsibilities include providing harm reduction advice, assessments, care planning, and delivering structured 1:1 and group sessions, including structured treatment programmes. You may also perform second signatory duties and oral swab testing to support clinical treatment.

As a Team Leader, you will contribute to the targets set by Forward and local commissioners, supervise and train practitioners, and support the management team. Achieving outcome measures is key, requiring cooperative relationships with partner agencies. Flexibility in delivery, including weekend shifts, may be necessary. Travel to other sites within the cluster to deliver programmes is expected.

Key Responsibilities

  1. Coordinate the delivery of recovery, wellbeing, and pre-release interventions to meet holistic recovery needs across all projects.
  2. Ensure programmes are delivered according to service user needs, are audit and CQC compliant, and meet contractual obligations.
  3. Conduct assessments (initial, comprehensive, risk) to inform treatment plans.

All prison-based roles require enhanced DBS and HMPPS security vetting, which can take 8-12 weeks. Offers are contingent upon receiving these clearances.

Checks will include:

  • Personal, financial, police, and criminal history information
  • Family details (parents, partners, siblings, children)
  • Co-residents and associations that could conflict with the role
  • Background checks across police systems, credit references, social media, and open-source content
  • Other government and overseas agency checks
