Senior Policy Planner
Location: Flexible (UK Offices with Hybrid Working)
Penguin Recruitment is delighed to be supporting a well:established, globally respected consultancy that is looking to expand its national Town Planning team with the appointment of a Senior Policy Planner. This is a fantastic opportunity for an experienced planner who has a strong background in policy, strategic planning, governance, and delivery vehicles, and is ready to make a significant impact on some of the UKs most high:profile projects.
This role offers a highly flexible working arrangement, with the option to be based at several offices across the UK, combined with hybrid working to support work:life balance.

Their work spans a wide spectrum : from shaping national planning reforms to leading the design and delivery of complex urban development strategies.
Within its Cities, Planning and Design (CPD) portfolio, the consultancy provides expertise in spatial strategy, urban governance, sustainable growth, climate resilience, digital planning, and inclusive design. The Town Planning team works across both the public and private sectors, delivering technical advice and policy guidance to local authorities, central government, infrastructure providers, and developers.
About The Role
As a Senior Policy Planner, you will be working at the forefront of strategic planning, shaping how places grow and evolve in response to complex social, environmental, and economic drivers. The work is varied and intellectually stimulating, combining deep policy insight with real:world delivery.
You will be part of a growing team of planners working on projects of national significance. These include:
Supporting central government departments with planning reform and policy development.
Preparing strategies, masterplans, and evidence bases for local and regional authorities.
Advising on spatial governance and delivery frameworks for new communities and major infrastructure.
Producing planning policy for themes such as climate resilience, housing, transport, infrastructure, and the Green Belt.
Collaborating with in:house experts in transport, economics, energy, and environmental discipline
About You
To be successful in this role, youll bring a mix of technical policy expertise, strategic insight, and client management experience. Youll enjoy working across sectors and thrive in a collaborative, analytical, and delivery:focused environment.
Requirements Include
A degree in Town Planning, Geography, or a closely related subject.
Chartered Member of the Royal Town Planning Institute (MRTPI).
Strong understanding of the UK planning system and policy:making processes at local, regional, and national levels.
Experience in preparing planning policy documents and strategic advice for public or private clients.
Strong project management and commercial acumen, with an ability to deliver high:quality work to tight deadlines.
Excellent written and verbal communication skills, including report writing, presenting, and stakeholder engagement.
A track record of contributing to business development and growing client relationships.
