Purpose of the Role

To provide a comprehensive, high-quality homeless prevention, support, and advice service to all households who are homeless or threatened with homelessness.

To assess customers to determine the duties owed by the authority and explore alternative housing options.

To demonstrate knowledge of Homelessness legislation and case law, with hands-on experience in preventing homelessness and making statutory decisions.

To develop expertise in customer needs to deliver a flexible and responsive housing needs service that adapts to changing demands.

To maintain accurate casework and data records and report on performance as required.

Duties and Responsibilities

  • Prevent and resolve homelessness through confidential, impartial advice about housing rights and obligations, in offices or other locations.
  • Promote and deliver the homeless prevention agenda, identifying housing options and utilizing prevention tools like DHP to resolve accommodation issues within agreed timeframes.
  • Maintain detailed, accurate case notes, update records, handle correspondence, and respond to inquiries efficiently.
  • Provide advice and assistance on security of tenure, including court attendance to prevent homelessness.
  • Investigate landlord and tenant disputes, including harassment and illegal eviction, intervening as necessary.
  • Offer information on debt counseling, welfare benefits, and prioritize debts, referring to DWP, Housing Benefit, or CAB as appropriate.
  • Negotiate with landlords, banks, lenders, estate agents, and solicitors on rent or mortgage arrears.
  • Assess vulnerable customers\’ support and housing needs, including risks to themselves and others.
  • Refer vulnerable clients to supported accommodation and develop move-on pathways.
  • Collaborate with statutory services owed duties under legislation beyond homelessness acts.
  • Respond to member inquiries and draft responses to complaints on individual cases.
  • Provide performance statistics as requested.
  • Participate in supervision, team meetings, and contribute to service development.
  • Handle administrative tasks, including record keeping and responding to inquiries.

Knowledge

Up-to-date knowledge of relevant case law, Landlord and Tenant Legislation, the Housing Act 1985, and Protection from Eviction Act 1977.

Understanding of homeless prevention strategies and legislation.
