This is a pivotal role at an exciting moment for the council. With Local Government Reorganisation (LGR) on the horizon, this role is central to ensuring our people are at the heart of that journey. As Head of OD, you will provide leadership, strategic direction, and professional expertise to ensure our workforce is ready for the future. You will lead workforce and succession planning, drive organisational performance, support cultural change, and shape a refreshed People Strategy that underpins our transformation and positions us strongly for the future.

About you

You will lead a capable HR team, providing both strategic insight and robust operational support. Your remit will be wide-ranging, covering payroll and HR systems, policy development, casework, supplier and contract management, and learning and development. You will be the go-to strategic partner for the Executive Leadership Team on all workforce matters and represent Great Yarmouth in regional and national workforce networks. This is a role with breadth, balancing technical HR expertise with forward-thinking OD and workforce planning.

Responsibilities

  • Provide leadership and strategic direction for organisational development, workforce planning, and culture change.
  • Lead and manage the HR team, delivering both strategic insight and robust operational support (payroll, HR systems, policy development, casework).
  • Oversee supplier and contract management and ensure effective learning and development provision.
  • Act as the Executive Leadership Team’s strategic partner on workforce matters and represent the organisation in regional and national networks.
  • Champion a refreshed People Strategy to underpin transformation and future readiness.

Qualifications and experience

  • Proven experience of leading a HR service and guiding both day-to-day operations and long-term strategic priorities.
  • Experience in transformation, change management, and Local Government Reorganisation or similar large-scale reform.
  • Credibility, insight, and practical experience navigating complex HR issues and building positive relationships across an organisation.
  • Strong ability to balance technical HR expertise with organisational development and workforce planning.
