About Corserv
Corserv Solutions Ltd is a unique, wholly owned company of Cornwall Council, established to deliver essential services that improve the lives of people across Cornwall. We operate a diverse group of businesses spanning infrastructure, transport, recruitment and community‑based care services, all united by a clear public service mission: working together to improve the lives of people in Cornwall. While we reflect a strong public sector ethos, Corserv is also a commercial organisation. We generate sustainable profit that can be reinvested back into frontline public services at a time of significant financial challenge for local government. Our success is measured not only in financial performance, but in quality, outcomes, value for money and the positive impact we create for residents, communities and our Shareholder.
The Role
We are seeking to appoint an experienced Care‑focused Non‑Executive Director to join the Corserv Board and help shape the future direction of our Community Care Services and wider Group. This is a high‑impact governance role, requiring someone who can bridge the worlds of care, commerce and innovation. With a significant proportion of income derived from commissioner‑funded contracts, the role calls for a strong understanding of how commercial discipline, productivity and innovation can be applied within a public sector context to deliver high‑quality, affordable and value‑for‑money care services. As a member of the Board, you will provide independent oversight, strategic advice and constructive challenge, ensuring that the needs of residents and local communities remain at the heart of decision‑making. You will be a critical friend to the Executive Team and an ambassador for Corserv, supporting a strong culture of performance, quality, safety and continuous improvement. A key aspect of the role is supporting the organisation to modernise and evolve including insight into technology‑enabled care, digital transformation and the responsible use of innovation and AI to improve outcomes, experience and long‑term sustainability.
Key Responsibilities
- Provide strategic direction, leadership and challenge at Board level, working closely with the Chair and fellow Non‑Executive Directors
- Support the Group in balancing public sector values with commercial growth and long‑term sustainable returns to the Shareholder
- Scrutinise and monitor performance against agreed objectives, including quality, outcomes, financial performance and transformation programmes
- Ensure the highest standards of corporate governance, accountability and risk management
- Provide independent and impartial advice to the Chair and Shareholder as required
- Act as an ambassador for Corserv, building strong relationships with partners and stakeholders across health, care and the wider system
- Support and mentor the Executive Team between meetings, drawing on your sector expertise to inform strategy, partnerships and growth opportunities
About You
You will be a senior, credible leader with significant executive‑level experience in a commercial care setting, combined with the judgement and confidence to operate effectively at Board level. We are seeking someone with:
- Extensive executive experience within a health or social care environment
- A strong understanding of CQC regulation, quality, safety and outcomes
- Demonstrable success in delivering sustainable commercial growth and value for money in care services
- A clear interest in innovation, technology‑enabled care and service modernisation, including opportunities and risks associated with AI
- Strong business and financial acumen, balanced with a values‑led, people‑centred approach
- Excellent interpersonal and communication skills, with the ability to challenge constructively and explain complex issues clearly
You will also bring a genuine commitment to public service, residents and communities, and be willing to undertake a DBS check and travel as required.
