We are seeking an exceptional leader to join us as Assistant Director – Transformation and Commissioning within Adult Social Services and Housing. This is a pivotal role at a critical time for adult social care and housing. As we continue to deliver an ambitious programme of reform, improvement and transformation, you will play a central role in shaping how adults, carers and communities access support, maintain independence and live well.
Reporting to the Director of Adult Social Services and Housing, you will provide strategic leadership across a broad portfolio spanning transformation, commissioning, market development, housing, service improvement and system partnership working. With responsibility for services and commissioning activity totalling more than £156 million, you will help ensure North Somerset delivers sustainable, high‑quality and person‑centred services that meet local need and statutory responsibilities.
The Role
This is an influential leadership position responsible for driving large‑scale transformation across Adult Social Services and Housing. You will:
- Lead the delivery of adult social care reform and service improvement, ensuring services are strengths‑based, preventative and aligned to CQC assurance expectations.
- Design and deliver major transformation programmes that improve outcomes, modernise delivery models and create sustainable services for the future.
- Lead strategic commissioning across adult social care and housing, ensuring high‑quality, safe and cost‑effective services that promote independence, wellbeing and choice.
- Shape and develop a resilient provider market, working proactively with partners and providers to address future demand and improve service quality.
- Drive innovation through co‑production, data‑led decision making and a relentless focus on improving experiences and outcomes for residents.
- Oversee significant budgets and complex transformation programmes, ensuring strong governance, value for money and effective risk management.
- Work collaboratively with health partners, including the Integrated Care Board, housing partners, providers, voluntary sector organisations and communities to deliver integrated, place‑based solutions.
- Provide strategic advice to elected members, senior leaders and system partners on commissioning, transformation, housing and adult social care improvement.
This is a highly visible role with the opportunity to influence change across the council, wider system partners and local communities.
About You
We are looking for an inspirational and politically astute leader who can operate confidently within a complex and evolving environment. You will bring:
- Significant senior leadership experience within adult social care, health, housing, commissioning or transformation services.
- A strong track record of delivering large‑scale transformation, service redesign and organisational improvement.
- Extensive commissioning and contract management expertise, with proven ability to shape markets and secure value for money.
- Experience of leading strategic partnerships and working successfully across organisational boundaries, particularly with health and housing partners.
- Strong commercial, financial and programme management skills, with experience overseeing substantial budgets and complex risks.
- An understanding of the challenges and opportunities facing adult social care, housing and integrated care systems.
- The ability to inspire, influence and develop high‑performing teams, creating a culture of innovation, accountability and continuous improvement.
- Experience of working effectively with elected members, providers, communities and a wide range of stakeholders.
