Driving Transformation, Delivering Impact.

Great Yarmouth Borough Council is a highly ambitious local authority, maintaining a clear strategic focus on enhancing the Borough, improving quality of life for its residents, and maximising opportunities for local businesses. The council recognises its team members as its most valuable asset, working collaboratively to achieve objectives such as fostering a vibrant economy, ensuring a high-quality environment for all, and improving the life prospects of those living and working in the Borough.

Our communities are at the heart of our ambitions to reinvent public places, to tap into and grow a thriving arts and cultural scene, to support new homes, nurture new jobs, businesses and new opportunities to learn and grow. We want to make our people, businesses and visitors proud.

With the potential of Local Government Reorganisation on the horizon, this is an opportunity to position Great Yarmouth Borough Council at the forefront of modern, agile, and customer-centred public services. We are embarking on one of the most significant transformation journeys in our history, rethinking how we work, improving the customer experience, and ensuring our services are fit for the future. This is a significant opportunity to make a tangible difference to the lives of our residents, businesses, and visitors.
As our new Head of Transformation and Digital, you will be the strategic lead for organisational transformation across the council. Your remit will go far beyond technology, focusing on service redesign, process improvement, cultural change, and new ways of working, while using digital innovation as a key tool to deliver and sustain that change.
Reporting directly to the Executive Director of Resources, and working closely with our Executive Leadership Team and the wider management team, you will develop and deliver a council-wide transformation programme that drives greater efficiency, effectiveness, and customer satisfaction, leading transformational change projects across services to achieve consistent, measurable outcomes. This will include redesigning business processes and working practices to be modern, agile, and customer-focused, while harnessing digital tools, data, and innovation, from automation and AI to improved collaboration platforms, to enable and sustain change.
About You
We are looking for someone with a proven track record in delivering large-scale transformation in complex organisations, ideally in local government or a comparable public service setting. You will be an inspiring leader, equally comfortable setting strategic direction and getting hands-on to ensure delivery.

You will bring experience of driving cultural change, improving processes, and leading cross-cutting programmes that deliver tangible benefits. Furthermore, you will understand how to use technology and digital solutions as powerful enablers of wider change, and have excellent stakeholder management skills, political awareness, with an ability to inspire and motivate people at all levels.

We welcome applications from people of all backgrounds and lived experiences, and we are committed to creating a diverse, inclusive, and flexible workplace.
If you’re ready to lead transformation that delivers real impact for our communities, we would love to hear from you.
