As Chief Legal & Monitoring Officer, you will be the Combined Authority’s principal legal adviser, ensuring our governance is robust, transparent and future-focused. You’ll provide leadership and oversight not only for TVCA, but also for the South Tees Development Corporation (STDC), Middlesbrough Development Corporation (MDC) and Hartlepool Development Corporation (HDC); all key drivers of regeneration and economic opportunity across the Tees Valley. Your advice will shape major investment and regeneration decisions, underpinning the legal integrity of initiatives that directly improve the lives of local people. From creating jobs and homes to transforming town centres and industrial sites. This is a pivotal leadership role. Working closely with the Chief Executive, Elected Mayor, Cabinet and the senior leadership team, you’ll help translate strategic vision into sound, actionable governance. You’ll champion continuous improvement, ensure compliance with statutory duties, and foster a culture of accountability and collaboration across the organisation. You’ll also be a key partner in our dialogue with Government and regional stakeholders, ensuring confidence in how we operate and deliver for our communities.
We’re looking for an experienced and forward-thinking legal leader who shares our commitment to improvement and public value. You’ll bring proven experience advising senior leaders within complex or highly regulated organisations, ideally in the public sector. We want to see evidence of your deep understanding of governance, accountability and statutory responsibilities, including your understanding of the role of the Monitoring Officer. Key to success in this role will be your strong leadership skills; engaging, motivating and guiding teams through change with integrity and purpose. Finally, your collaborative influence, with the ability to work constructively with Government departments, partners and stakeholders to strengthen confidence and drive delivery is fundamental to this role.
