About the Team
The e‑commerce industry has seen tremendous growth in recent years and has become a hotly contested space amongst leading Internet companies, and its future growth cannot be underestimated. We’re currently seeking a Procurement Manager to join our logistics procurement team, responsible for logistics service procurement in Europe. Ideal candidates should have a strategic mindset, excellent negotiation skills, and a track record of driving cost reductions while maintaining high service standards.
Responsibilities
- Lead procurement activities for TikTok’s Europe e‑commerce local fulfillment logistics, including first‑mile, line‑haul, warehousing, and last‑mile delivery, covering supplier selection, benchmarking, and commercial negotiation.
- Continuously optimize fulfillment cost and service quality by selecting high‑performing logistics partners and improving pricing mechanisms, strengthening the platform’s overall logistics competitiveness.
- Develop annual and quarterly procurement strategies and resource plans based on a deep understanding of e‑commerce business models, product category characteristics, and regional business growth trends.
- Maintain strong relationships with key logistics service providers (LSPs) and drive capacity planning and service enhancement during peak seasons and major promotional campaigns.
- Work closely with Product, Operations, Legal, and Finance teams to drive contract execution, rate updates, supplier onboarding, and fulfillment process optimisation initiatives.
- Build and maintain a robust supplier resource pool; monitor supplier performance and conduct regular evaluations to support supplier onboarding/off‑boarding decisions, ensuring compliance, risk control, and strong local logistics capability reserves.
- Conduct market analysis, competitor benchmarking, and pricing trend assessments to provide strategic insights and decision‑making support for procurement planning.
Minimum Qualifications
- Bachelor’s degree or above, preferably in Logistics, Supply Chain, International Trade, Business, or related fields.
- 5+ years of experience in logistics procurement, fulfillment operations, e‑commerce supply chain, or related business development roles; experience with e‑commerce or platform operations is a plus.
- Responsible for reviewing agency vendor agreements and maintaining strong agency partnerships.
- High written proficiency in Chinese is required to ensure accuracy in contract interpretation, along with high oral proficiency to support clear communication with stakeholders whose primary working language is Chinese.
- Solid understanding of the e‑commerce fulfillment lifecycle—including inbound, storage, sorting, line‑haul, and last‑mile—and the associated cost structures.
- Strong negotiation skills, cost awareness, and project execution ability; capable of independently leading complex procurement initiatives.

- Ability to work in a high‑performing team and adapt to the fast‑paced, dynamic nature of the e‑commerce industry, with strong problem‑solving and structured‑thinking capabilities.
- Strong data analysis skills; proficient with Excel and BI tools, with the ability to translate data into actionable optimisation plans.
