The Partnership Management team at Trust and Safety is responsible for the strategy, governance, and operational performance of the extended workforce across the region. The team makes it agile and efficient for the T&S team to engage with our suppliers, providing onboarding, training, standards, and guidelines to keep our community safe.

The Budget and Supply Governance (BSG) team is responsible for managing TikTok's Trust & Safety budget planning and execution, overseeing global BPO portfolio strategies, and optimizing payment and workforce platform solutions. Our scope includes managing BPO budgets, designing resource planning frameworks, ensuring financial compliance through E2E invoicing and cost analyses, and driving process improvements through platform solutions that support our global operations.

We are seeking a proactive and detail-oriented individual to oversee the development and continuous improvement of our global workforce strategies and partnership portfolios. This role is crucial in increasing operational efficiency and ensuring compliance with existing workflows. As a senior program manager, you will collaborate with various business units, providing local insights and developing processes to support the dynamic changes in the capacity forecast. Additionally, this role requires close coordination with various lines of business, partnership operations, capacity planning, and workflow management teams to ensure balanced decision-making and the smooth implementation of strategy.

Specifically, you will be expected to:

  • Drive the end-to-end strategic workforce planning cycle, managing all milestones and progress tracking while developing agile processes to proactively address challenges in a dynamic business environment.
  • Partner with key cross-functional stakeholders (Operations, Commercial, Procurement) to translate local insights into actionable strategies for risk mitigation, cost avoidance, and workforce optimization.
  • Collaborate with the budget and payments team to co-develop and execute tailored BPO budget plans, ensuring strict compliance with all financial and legal governance.
  • Perform data-driven analysis of the BPO workforce—including deep dives on key forecasting parameters—to forecast future needs, identify risks, and provide strategic recommendations to support long-term business growth.
  • Communicate strategy and performance to leadership by developing and presenting executive-level reports and dashboards on planning progress, and analytical insights.
  • Lead continuous improvement initiatives by overseeing the implementation of new systems, tools, and automated processes to enhance the efficiency and scalability of workforce and budget management.

Minimum Qualifications

  • Bachelor's degree or higher in a quantitative field (e.g., Finance, Economics, Mathematics, Supply Chain Management) or Business Administration.
  • Advanced analytical skills.
  • Demonstrate experience in program management, successfully delivering large-scale, complex projects from inception to completion, including robust change management.
  • Exceptional stakeholder management skills with expertise in navigating complex matrix organizations. Must have a proven ability to lead through influence across various functions, regions, and leadership levels to drive alignment and achieve program goals.
  • Exceptional communication and presentation skills.

Preferred Qualifications

  • BPO/Trust and Safety experience is a plus.
  • 5 years of experience in workforce planning, workflow management, and financial analysis is preferred.
