They are currently seeking an experienced Programme Manager to lead a major transformation programme involving a large-scale Fare Revenue Collection system within the transport sector.
About the Role
This is a senior leadership opportunity responsible for establishing and leading a Programme Management function overseeing mobilisation, transition, transformation, and service readiness activities across a highly complex, multi-workstream programme.
The successful candidate will lead and mentor a team of Project Managers, ensuring coordinated delivery across technical, operational, commercial, and service streams while acting as the senior point of engagement for programme governance, client stakeholders, suppliers, and internal leadership teams.
This role requires a strategic and delivery-focused Programme Manager with experience operating within large-scale technology, infrastructure, or transport transformation programmes, ideally within operationally critical or customer-facing environments.
Key Responsibilities
- Lead and manage a team of Project Managers delivering multiple programme workstreams and service groups
- Provide strategic leadership across mobilisation, transition, transformation, and operational readiness activities
- Ensure all workstreams remain aligned to programme objectives, contractual milestones, governance frameworks, and client expectations
- Drive integrated programme planning and coordination across technical, operational, commercial, and service functions
- Establish programme controls, delivery frameworks, and governance processes to ensure successful execution
Governance & Stakeholder Management
- Own and govern the Programme Baseline Entry Plan, ensuring alignment across all delivery streams and stakeholders
- Chair and support governance forums, steering committees, and executive programme reviews
- Act as the senior escalation point for programme risks, issues, dependencies, and decision-making
- Build and maintain strong relationships with clients, suppliers, third-party partners, and senior internal stakeholders
- Deliver clear, concise, and commercially focused reporting to senior leadership and executive teams
Risk, Dependency & Change Management
- Oversee programme-wide RAID management, ensuring risks, assumptions, issues, and dependencies are effectively managed and mitigated
- Manage interdependencies across multiple concurrent workstreams and suppliers
- Lead programme change control activities, including impact assessments relating to scope, budget, timelines, and operational readiness
- Ensure programme delivery aligns with contractual obligations, governance standards, and operational requirements
Transition & Service Readiness
- Lead service transition and operational readiness planning to support successful entry into live service delivery
- Ensure readiness activities are completed across resource mobilisation, tooling, service processes, operational acceptance, and knowledge transfer
- Coordinate closely with technical, operational, and service teams to ensure seamless programme delivery and transition outcomes
- Support long-term transformation planning and continuous improvement initiatives
Reporting & Performance Management
- Provide regular programme reporting including milestone tracking, delivery performance, financial status, risks, and executive summaries
- Monitor programme performance against KPIs, timelines, budgets, and strategic objectives
- Mentor and support Project Managers, promoting consistency, governance, collaboration, and delivery best practice across the programme team
Requirements
- Bachelor’s degree in Project Management, Engineering, IT, Business, or a related discipline
- Minimum 12–15 years’ experience delivering complex IT, infrastructure, transport, or technology transformation programmes
- Proven experience operating as a Programme Manager within large-scale, multi-workstream delivery environments
- Strong leadership experience managing teams of Project Managers and cross-functional delivery teams
- Demonstrated experience delivering complex mobilisation, transition, transformation, or service integration programmes
- Strong understanding of programme governance, delivery frameworks, risk management, dependency management, and commercial delivery principles
- Experience managing senior stakeholders, suppliers, and executive governance forums
- Excellent communication, leadership, negotiation, and stakeholder engagement skills
- Experience working within structured delivery methodologies such as MSP, PRINCE2, PMP, Agile, or hybrid delivery frameworks
Desirable Experience
- Experience working within transport, rail, mobility, or Intelligent Transportation Systems (ITS) environments
- Experience delivering programmes for public sector organisations or transport authorities
- Experience with fare collection, ticketing, payments, or customer-facing operational systems
- Experience within operationally critical or highly regulated environments
