The Opportunity

The Head of Business Assurance & Compliance will provide strategic leadership across all governance, assurance, compliance, and business support functions within a large-scale operational programme. This role will oversee standards compliance, intellectual property management, risk management, safety, environmental management, quality assurance, training governance, and other key assurance activities. The successful candidate will ensure all functions operate effectively and in accordance with contractual obligations, relevant legislation, industry standards, and best practice.

Key Responsibilities

  • Develop, implement, and maintain Safety, Health and Environment (SHE) Management Plans and associated programme deliverables.
  • Provide leadership across all business assurance and compliance functions, ensuring consistent governance, processes, and controls.
  • Develop and maintain the programme-wide Assurance and Compliance Framework.
  • Manage and coordinate a team of specialists across compliance, risk, quality, safety, environmental management, training, and governance disciplines.
  • Ensure adherence to contractual requirements, regulatory obligations, industry standards, and organisational policies.
  • Act as the senior escalation point for all assurance, compliance, and governance matters.
  • Drive continuous improvement across assurance processes and business support functions.
  • Support programme leadership in maintaining effective risk management and operational governance.

Requirements

Essential

  • Degree-qualified in Engineering, Business Management, Risk Management, Governance, or a related discipline.
  • Extensive experience in governance, assurance, compliance, or risk management within complex programmes or large-scale operational environments.
  • Proven senior leadership experience managing multidisciplinary teams.
  • Experience developing and implementing compliance frameworks, assurance regimes, or governance structures.
  • Strong understanding of UK quality, safety, environmental, and compliance standards.
  • Experience working with public-sector, infrastructure, transport, or similarly regulated environments.
  • Strong service management background, ideally within IT-enabled operational environments.
  • Demonstrable experience operating in high-volume, time-critical programmes.

Desirable Certifications

  • Chartered Quality Professional (CQI) or equivalent.
  • NEBOSH Diploma.
  • IRCA Lead Auditor (ISO 9001, ISO 14001, ISO 45001).
  • PRINCE2, MSP, APM or equivalent programme management qualifications.
  • Risk Management qualifications (IRM, MoR or equivalent).
