The Shared Data Exchange and Interface Lead is responsible for providing technical leadership and strategic oversight for OSS Data and Interface delivery between VF3 and our Business Partners, managing a complex landscape of internal teams, System Integrators, and third‑party vendors. The role ensures that all domain designs, data exchanges, and interface architectures are not only technically robust but also strictly aligned with the operator’s overarching business outcomes and architectural standards.
A central focus of the role is the end‑to‑end governance of the delivery lifecycle—from initial requirements gathering and the production of HLDs and LLDs to the final Transfer to Operations (TTO). By working closely with cross‑functional teams, the Lead ensures that solutions are delivered on time, meet rigorous operational acceptance criteria, and adhere to all contractual performance obligations.
The role requires a high degree of collaboration with Technical Design Authorities, Solution Architects, Programme and Project Managers, providing the technical expertise necessary for effective risk mitigation, budgeting, and resource planning. The Lead acts as a critical bridge between technical execution and business strategy, managing senior stakeholders to ensure transparency and alignment on key milestones. Finally, the role is a driver for continuous improvement and service excellence.
By refining delivery processes and enhancing service assurance frameworks, the Lead ensures that network solutions are not only delivered efficiently but also contribute to the long‑term stability and evolution of the OSS ecosystem.
- Acting as the primary Technical Lead and/or oversight for System Integrators (SIs) and vendors to ensure all data exchange designs align with OSS domain architecture and business goals.
- Leading the gathering and translation of complex network requirements into comprehensive OSS domain designs for data integration and interface functionality.
- Producing and governing the end‑to‑end technical library, including High‑Level Designs (HLD), Low‑Level Designs (LLD), Test Plans, and Transfer to Operations (TTO) documentation.
- Partnering with cross‑functional teams (within VF3 and with our Business Partners) and vendors to guide solutions through the full delivery lifecycle, ensuring they meet strict Operational Acceptance Criteria.
- Ensuring all interface deliveries and data integrations strictly conform to contractual outcomes, technical KPIs, and project milestones.
- Advising Programme Managers on technical risk assessment, issue mitigation, and the budgeting process for OSS interface enhancements.
- Driving the evolution of integration processes to improve service assurance and the overall reliability of production deliveries.
- Creation of data standards and governance policies across shared tools and interfaces.
- Working as the technical bridge between internal stakeholders and external delivery partners to ensure timely, high‑quality production deployments.
- Collaborate with cross‑functional teams to support the successful delivery of network engineering initiatives and related applications.
- Support RFP activities for the new solutions in respective domains.
- Managing a range of senior stakeholders and internal/external communications.
Qualifications
- Expert knowledge of OSS solutions and their implementation covering area in Service Management, Service Assurance, Inventory and Customer Experience Management.
- Good understanding of mobile network architecture and relevant processes in network design, deployment and operations.
- Expert knowledge of Data Interfaces protocols, Data Mastery and Standards: SNMP, NETCONF/YANG, and TM Forum Open APIs.
- Master Data Management (MDM) and semantic data modelling within a multi‑vendor telco environment.
- Creation of data standards and governance policies to maintain a 'single source of truth'.
- TOGAF 9.1 Certified.
- Practical experience of the TM Forum frameworks: TAM, eTOM and SID.
- Strong experience of providing technical, decision making and problem‑solving leadership for a technical domain and can demonstrate setting technical direction and quality/standards for delivery and design.
- Demonstrate the ability to communicate with multiple stakeholders within the organization to act as the liaison between business, other technical communities and the 3rd party delivery teams to ensure the delivery of the business requirements.
