The Role At GAIN Experience, we bring together insight, creativity, and technology to deliver user‑centred digital transformation across public and private sectors. We work with central and local government, regulators, and non‑departmental bodies to create inclusive, accessible, and effective digital experiences that improve services and outcomes for citizens. As Senior Business Development Manager (Government) for the Public Sector, you will lead the identification, pursuit, and conversion of new opportunities across government and the wider public sector domain. Reporting to the Government Services Director, you will be responsible for shaping our bid and tender strategy, driving pipeline growth, and securing places on key public frameworks. You will work closely with our marketing, consulting, and delivery teams to ensure every proposal reflects our expertise in accessibility, service design, and digital innovation. You will be a confident and strategic business developer with a strong understanding of public sector procurement, frameworks such as G‑Cloud and DOS, and the ability to lead and win complex bids from qualification to submission.
Significant experience in public sector business development or bid management within a digital, consulting, or technology environment. Deep understanding of UK public procurement processes, including CCS frameworks such as G‑Cloud, DOS, and RM6194. Proven track record of leading and winning complex public sector tenders, ideally exceeding £500k+. Exceptional proposal writing and storytelling skills, able to translate technical or design solutions into clear, outcome‑driven narratives. Commercially astute, with the ability to price strategically, manage margins, and negotiate effectively within public sector constraints. Collaborative and proactive, able to coordinate cross‑functional teams to deliver compelling and compliant submissions. Strong leadership, coaching, and motivational skills to develop team performance. Excellent communication and presentation skills, with credibility when engaging senior stakeholders across government. Organised, resilient, and adaptable to the time‑critical nature of bid and tender cycles.
Responsibilities:
- Lead and deliver the new business strategy for public sector and government clients, with a focus on high-value frameworks, tenders, and strategic accounts.
- Working with the Bid Management team, oversee the end-to-end bid process, from qualification through to submission, ensuring compliance, accuracy, and high‑quality written responses.
- Build and maintain relationships with procurement teams, framework managers, and senior government stakeholders to identify upcoming opportunities and influence buying decisions.
- Manage a small Government business development team (including bid manager), ensuring clear targets, coaching, and accountability.
- Collaborate with the marketing team to develop targeted campaigns, thought leadership, and case studies tailored to public sector needs.
- Maintain a clear forward view of pipeline opportunities, using data and insight to forecast accurately and drive performance.
- Coordinate internal subject matter experts to create persuasive, well‑structured bid responses that showcase measurable outcomes and public value.
- Represent GAIN Experience at government and digital public sector events, promoting our credentials and building awareness of our capabilities.
- Provide regular reporting to our Government Services Director on pipeline health, conversion rates, and strategic priorities.
