Join us as a Housing Management Lead (Empty Property Specialist) at Thirteen Group! Thirteen Group is looking for a Housing Management Lead (Empty Property Specialist) to join our Housing and Communities team. This is a pivotal, specialist role focused on driving performance, consistency and transformation across our empty homes service. You’ll take ownership of how we manage empty properties across the organisation – leading improvements in turnaround times, reducing income loss, preventing turnover whilst embedding a consistent, high‑quality approach to recharges and decants. Acting as our subject‑matter expert, you’ll influence how services are designed, delivered and improved across all areas.
This is a roam role, so you’ll work mainly from home and at least one day a week from our fantastic office at Hudson Quay in Middlesbrough. You might choose at times to visit some of our neighbourhood areas as part of our quality assurance and auditing requirements, thus enabling you to have a closer experience for customers. We’ll need you to be flexible around business and team need, so you may need to come into the office more frequently when required.

Key Responsibilities
- Lead the operational performance and continuous improvement of our empty homes management service, reducing re‑let times, income loss and void‑related costs.
- Act as the organisation’s subject‑matter expert on empty homes, recharges and decants, providing specialist advice on complex cases.
- Drive service transformation by reviewing processes, identifying inefficiencies and embedding consistent ways of working across all service areas.
- Analyse data and performance trends to reduce tenancy turnover, improve forecasting and support proactive service planning.
- Work collaboratively with housing, repairs, assets and lettings teams to ensure homes are ready to let, compliant and meet customer expectations.
- Lead on auditing, training and supporting colleagues to ensure quality, consistency and a strong customer focus across the service.
About You
- You’ll be operating at a lead level, with experience influencing service delivery without direct line management responsibility.
- Strong background in driving service improvement, transformation or change within housing or a similar environment.
- Confident using data and insight to identify trends, inform decisions and improve performance outcomes.
- Skilled in working across teams and managing relationships with contractors and key stakeholders.
- Knowledge of empty homes processes, lettings readiness, recharges or housing operations.
- Able to coach, support and challenge colleagues to deliver a consistent, high‑performing service.
