Overall, Purpose of Post

  • To be responsible for the day-to-day management of the service, including service delivery, recruitment, training and management of staff and volunteers, and the operation of administration and finance systems.
  • To manage the service in accordance with the objectives of the organisation, the planned strategy and policies set by the board and senior managers of Crossroads Annandale & Eskdale, service specifications (if applicable), all legal requirements and the national Codes of Practice for Social Care Workers and Employers.
  • The Service Manager is the Registered Manager with the Care Inspectorate.
  • The Service Manager will report directly to the Chairperson of Crossroads Annandale & Eskdale.

Principal Duties and Responsibilities

Care Management

  • To assess families/individuals’ eligibility for care within the service’s contractual and other terms of reference and criteria, and in accordance with the principles of Person-Centered Care Planning and Health and Safety considerations.
  • To determine the care, support or assistance to be provided and agree individual personal plans.
  • To maintain effective contact with the families/individuals, undertake reviews on the effectiveness of the service and implement monitoring systems to ensure the service delivered is constantly evaluated and provided to the highest possible standard.
  • To ensure that all carers and service users are treated with respect and sensitivity, recognising the need for confidentiality at all times.
  • To participate when appropriate in multi-agency planning and review meetings with the consent of the individual and family concerned.
  • To be responsible for maintaining an out-of-hour response and support system, ensuring that there is adequate management support at all times and that the service is responsive to the needs of service users and referring agencies.
  • Respond to all concerns or complaints whether informal or formal. Liaise with Management Board, Agencies, Authority and Regulators.
  • Facilitate Inspections for the Care Inspectorate.

Management of Staff and Resources

  • To be responsible for managing all staff employed in administering and delivering the service. This includes taking a leading role in the recruitment, selection and training of staff, dealing with disciplinary issues, arranging staff meetings, allocating work to staff (including managing rotas), supervision and appraisal, all to the level commensurate with the post.
  • To monitor day-to-day demands made on the service and manage the service in accordance with budgetary constraints.
  • To ensure that appropriate administration systems are in place and maintained for the delivery of service in accordance with the requirements of and standards set by the national office, including service user and staff records, budgetary monitoring, invoicing and payroll, administrative, all within requirements of Data Protection legislation.
  • To check and approve time sheets and expenses claims submitted by Care Attendants and other staff and ensure they are processed for payroll.
  • To ensure systems are in place for maintaining accurate statistical (including computerised) records, compiling regular statistical and progress reports on service activities for the national office and funding bodies.

Other

  • To attend internal and external meetings and prepare and present reports as required.
  • To undertake training as determined by individual training and development needs, supervision and appraisal sessions and national regulatory requirements.
  • To be responsible for health and safety and as such ensure that effective systems are in place to protect the health and safety of service users, staff and public, including undertaking risk assessments, with review dates.
  • To develop the service’s public profile and influence and foster good relations with statutory and voluntary bodies and to publicise the service.
  • To work with the Management Board in identifying the needs of carers in the area and developing new initiatives to meet these needs and to assist with making funding applications to, and negotiating funding with, statutory bodies and other funders.
  • To assist in preparation of operational plans on an annual basis, setting out how the strategy for the service will be achieved and to prepare an annual report or review.

Qualifications and Experience

The postholder will have at least 2 years’ experience in social care or nursing, with a sound understanding of care principles and management. Preferably with a nursing, social care or other relevant professional qualification or SVQ level 4 in Health and Social Care. In addition, experience or qualifications in administration and management would be an advantage.
