We are seeking a Senior Strategic Sourcing Manager to lead end‑to‑end sourcing, contracting, and supplier management for major capital projects and ongoing facilities repair and maintenance (R&M) services across our Aviation and Marine operations.
This role drives competitive bidding outcomes, reduces commercial and operational risk, and ensures safe, on‑time project execution.
You will work closely with Operations Directors, Project Managers, HSE, Legal, and Finance to deliver measurable cost savings, optimize total cost of ownership (TCO), and support multi‑site program delivery.
- Financials & Controls
- Deliver cost savings, cost avoidance, and TCO improvements.
- Support forecasting, accruals, purchase order/contract compliance, and payment term management.
- Ensure adherence to procurement policy, DOA, and internal controls.
- Supplier Management
- Track contractor performance, safety metrics, quality results, and SLA/KPI compliance.
- Implement corrective actions and continuous improvement plans.
- Maintain accurate supplier data, rate sheets, and contract records.
- Facilities Services Procurement
- Lead sourcing for preventive maintenance programs, R&M services, and reactive service needs.
- Develop SLAs and KPIs and monitor adherence through regular performance reviews.
- Project & Stakeholder Support
- Align sourcing and contracting timelines with project schedules and capital approval gates.
- Support cost estimation, budgeting, benchmarking, and value engineering initiatives.
- Troubleshoot scope deviations, supplier delays, and performance issues.
- Contracting & Risk Management
- Draft, redline, and negotiate contracts including MSAs, Frame Agreements, Construction Contracts, and fixed‑price agreements.
- Establish contract governance structures including insurance requirements, bonding, warranties, LDs, lien waivers, and change‑order controls.
- Partner with Legal, HSE, and Finance to validate compliance, safety, indemnity, and regulatory requirements.
- Manage contract amendments, change orders, renewals, and closeout documentation.
Qualifications
- Required Bachelor's degree in Supply Chain, Business, Engineering, or related field (MBA/MS preferred).
- 8–10+ years in procurement or strategic sourcing, ideally in Oil & Gas, construction, or technical services.
- Strong experience running RFPs, negotiating contracts, and managing multi‑site or technical programs.
- Strong analytical and financial skills, including TCO and change‑order analysis.
- Knowledge of safety, permitting, and compliance requirements.
Skills & Experience
- Experience with P2P and CLM systems; PM tools.
- Certifications such as CPSM, CSCP, or PMP.
