We are seeking an experienced Quantity Surveyor to strengthen our commercial function with a focus on pre-contract & cost planning. This role is focused on cost planning, measurement, pricing and commercial analysis prior to commitment, ensuring that all incoming opportunities are assessed and tendered in a consistent, defensible and market-aligned manner. Projects may include development schemes, construction works and remediation projects. The successful candidate will be responsible for producing and reviewing feasibility studies, cost estimates, bills of quantities and tender pricing, applying appropriate market rates and robust rate build-ups. The role is deliberately pre-contract focused, however will extend to post-contract works. This role suits someone who is technically strong, detail-driven and confident standing behind their numbers when costs are challenged or benchmarked.

Key responsibilities

  • Pre-contract cost planning and feasibility
  • Prepare feasibility studies and early-stage cost advice for development, construction and remediation projects.
  • Assess commercial viability, cost risk and sensitivity at concept and pre-tender stages.
  • Support decision-making with clear, structured cost information.
  • Measurement and quantification
  • Carry out detailed measurement from drawings and specifications.
  • Prepare bills of quantities, quantified scopes of works and pricing schedules.
  • Apply consistent measurement standards and internal pricing formats.
  • Pricing, rates and build-ups
  • Build up rates using labour, plant, materials, preliminaries and overheads.
  • Apply and maintain market-tested rates suitable for project type and risk profile.
  • Maintain consistency of pricing logic across all tenders and cost plans.
  • Tender preparation and analysis
  • Prepare and review tender pricing for development, construction and remediation works.
  • Analyse contractor and subcontractor pricing for scope completeness, rate accuracy and commercial risk.
  • Normalise tenders and benchmark costs against market data and previous projects.
  • Remediation-related cost analysis
  • Review scopes and pricing for remediation works.
  • Assess reasonableness of costs and challenge assumptions where required.
  • Support cost clarity and scope definition for third-party reliance, clients and internal teams.
  • Commercial support and handover
  • Support pre-contract clarifications and pricing discussions.
  • Assist with commercial handover into delivery teams where required, ensuring alignment between tender assumptions and agreed scope.
  • Maintain cost databases and pricing benchmarks to support future tenders.
  • Authority and boundaries
  • Authority to define pricing logic, rate assumptions and cost benchmarks at pre-contract stage.

Essential experience and capability

  • 5+ years’ experience as a Quantity Surveyor with a strong pre-contract focus.
  • Demonstrable experience in measurement, pricing, rate build-ups and cost benchmarking.
  • Proven ability to produce feasibility studies, cost estimates and bills of quantities.
  • Experience analysing contractor pricing and challenging scope and rates.
  • Strong understanding of construction methods, market pricing and cost drivers.
  • High level of numeracy, attention to detail and commercial judgement.
  • Ability to clearly explain and defend pricing assumptions.
  • Experience across development, construction and remediation.
  • Chartered or working towards chartership (MRICS or equivalent).
  • Experience working in a mixed contractor / consultancy environment.
