Job purpose: To hold day to day accountability for the end-to-end delivery of one of The UK Agri-Tech Centre’s core programme & associated CR&D & Commercial activities, ensuring strategic intent is translated into effective execution, governance and measurable outcomes. Acting on behalf of the Senior Responsible Owner (SRO), the role leads delivery, manages interdependencies and ensures delivery to agreed scope, time, cost, quality and impact. It is delivery assertive and future focused, helping embed a programme led operating model and disciplined, consistent delivery aligned to funder and company expectations.

Team Purpose: To ensure effective, integrated delivery of The UK Agri-Tech Centre’s programme portfolio through strong governance, coordinated planning, and oversight of risks, dependencies, outcomes and impact. The team provides structure, assurance and delivery leadership across all company's programmes.

Key Responsibilities:

  • Holds day to day accountability for successful delivery of an assigned UKATC programme on behalf of the SRO.
  • Translating strategic objectives, funding commitments and business priorities into a clear programme vision, roadmap and delivery plan.
  • Establishing and operate programme governance, controls and reporting aligned to UKATC’s target operating model and company & funder requirements.
  • Overseeing programme level scope schedule, budget & interdependencies, assuring project level delivery owned by project managers.
  • Ensuring coherent integration of multiple projects through governance & escalation, rather than day to day management.
  • Providing leadership and assurance; delegating day to day task management to project managers.
  • Acting as primary escalation point for programme level risks and issues.
  • Ensuring compliance with lifecycle governance, assurance requirements and funder conditions.
  • Owning programme level reporting/MI and work with Impact Lead to ensure expected programme level impact.
  • Overseeing third party supplier delivery; conduct post-implementation reviews and embed learning.

Strategic Responsibilities:

  • Shape the programme vision, roadmap and plan to deliver strategic and funder commitments.
  • Embed robust governance and a disciplined, outcomes focused delivery culture.
  • Align programme outcomes and impacts with UKATC priorities and funding expectations.

Operational Responsibilities:

  • Lead a programme from mobilisation to closure, defining, tracking and realising metrics, outcomes, and impact.
  • Oversee programme controls to ensure consistent application by project managers.
  • Resolve cross-project conflicts; ensure Project Managers co-ordinate day-to-day delivery.
  • Maintain compliance with governance, assurance and procurement processes.
  • Produce accurate, timely programme reporting and management information; lead PIRs/lessons learned.

Leadership / People Responsibilities:

  • Provide clear direction and delivery leadership to matrix teams; set pace and standards.
  • Engage and influence senior stakeholders (SRO, Exec, boards) with clear, evidence based communication.
  • Coach delivery contributors in best practice methods and The UK Agri-Tech Centre's ways of working.

Skills, Knowledge and Expertise:

Essential:

  • Proven programme management experience across complex, multi work stream delivery.
  • Formal programme/project accreditation (e.g., MSP/PRINCE2/APM).
  • Strong stakeholder management and executive level communication.
  • Governance and reporting framework experience; rigorous RAID/dependency management.
  • Financial oversight/budgetary control experience.
  • Understanding of using Logic Models to plan programmes and delivery outputs and outcomes.
  • Outcomes and Impact focused mindset; resilience and adaptability.
  • Supplier oversight experience, including contracts and statements of work.
  • Proven Line Management Experience.

Desirable:

  • Experience in public sector or government funded environments.
  • Experience in the Agriculture, R&D and Innovation sectors.
