SUMMARY: The Program Manager is responsible for the quality of work within and among all assigned lower tier teams and subordinate Divisions in the Office of Management Services (DS/EX/HRM), and for the successful delivery of the assigned products within allocated cost, schedule, and performance parameters. The Program Manager operates independently, managing a diverse portfolio under strategic guidance from division leaders.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provides executive level oversight to the overall program management of a contract involving multiple task orders with multiple subjects and related programs, or a single task order covering multiple separate subjects and tasks with unique programs.
- Performs a variety of high-level tasks associated with effective problem identification and assessment and implementation of Bureau and Department strategies, including strategic planning, organizational assessments and development, policy and procedures development and technology implementation.
- Works directly with team members to ensure that focus is maintained on problem solving, task completion, quality control and management.
- Participates in program/in process reviews for the Office and subordinate Divisions.
- Provides oversight of project management and program analysis functions in varying disciplines to include funds management, quantitative methods, and organization and management.
- Provides functional leadership on technical programs and management and is designated as a project leader on assigned tasks.
- Facilitates operational efficiency and effectiveness through functional tasks including, but not limited to, conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification and measurement studies, and preparing operations and procedures.
- Operates within customer provided guidance, contract limitations and company business and policy directives.
- Ensures that all required resources are available for program execution.
- Performs other related duties as assigned.
EXPERIENCE, EDUCATION, AND LICENSURE:
- US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top-Secret security clearance.
- Three years as a Program Manager 3 or equivalent experience.
- Master of Arts or Science (MA/MS) degree in an associated technical discipline preferred. Two years of relevant experience and/or relevant coursework in addition to the requirements may be substituted for the Master’s degree. Professional certifications such as CGFM, CSA, or PMP are appropriate for some positions and can also substitute for a year of experience when applicable.
- 15+ years of mid to senior level management and organizational experience and support.
- Ability to develop and apply organizational performance support, strategic planning, and interact with high-level government officials.
- Demonstrates excellent organizational skills and superior communication skills in order to interface with writing and verbally with all levels of personnel.
- Demonstrated expertise and ability in solving complex problems in an efficient and unique manner, mitigating risks.
- Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
